Our state-of-the-art facilities take residual waste that would otherwise be landfilled which is processed into sustainable baseload electricity, heat and other practical resources to accelerate the circular economy of the future.

Encyclis is building a brand new Energy Recovery Facility in Walsall based in the Midlands. The new facility will be a sustainable alternative to landfill, using household, commercial and non-hazardous industrial residual waste, left after recycling and composting efforts, as a fuel to generate clean electricity. The facility, which is now in its construction phase and is expected to commence full commercial operations in 2027, will provide a vital outlet for the sustainable disposal of over 436,000 tonnes of residual waste per year and will generate 49 megawatts of low carbon energy – enough electricity to meet the needs of over 90,000 homes.

Responsibilities The Opportunity

Reporting to the Head of Health, Safety & Compliance, with a dotted line to the Plant Manager, the Health and Safety Manager will create, maintain and enhance health and safety performance of the Energy Recovery Facility, by performing the following duties personally or through subordinates.

An integral role in establishing an excellent H&S culture for the Operations & Maintenance teams.

Duties & Responsibilities of the role
  • Manage the Health & Safety performance of an ERF throughout commissioning, and into commercial take‑over and the operation of the facility.
  • Liaise with Supervisors and Team Leaders and the wider O&M teams to promote H&S initiatives, and delivery of the H&S strategy of the facility.
  • Support the Head of Health, Safety and Compliance in driving the O&M teams to achieve an excellent Health and Safety culture at the facility.
  • Develop safety initiatives and campaigns and partake in routine Health and Safety meetings and forums.
  • Manage all communications with the Health and Safety Executive (HSE) and be the first point of contact for the same.
  • Coordinate and participate in weekly Health and Safety inspections of the facility to identify unsafe acts and conditions, promoting and encouraging good behaviours.
  • Monitor the performance and effectiveness of the plant’s Health and Safety as necessary to meet performance and improvement objectives.
  • Participate in HSE and corporate safety inspections/audits. Formally document and report corrective actions to the leadership team.
  • Investigate all near misses, accidents and incidents, ensuring that all reportable incidents are communicated to the HSE, as required under RIDDOR (where applicable).
  • Support the development and continual review of safe operating procedures (SOPRA), RAMS and dynamic risk assessments.
  • Assist and review with accident investigations and root cause analysis.
  • Prepare risk assessments, as required, relating to speciality works.
  • Co‑ordinate and lead root cause analyses, ensuring that suitable recommendations for corrective action are identified and time bounded.
  • Direct, organise and/or administer all required Health and Safety related training for all employees.
  • Prepare and maintain all Health and Safety documents pertaining to the facility according to Corporate and Statutory obligations, including best practices where applicable.
  • Maintain all required record keeping for Health and Safety reporting.
  • Review and coordinate with local authorities for all Health and Safety issues pertaining to wastes and residues.
  • Attend necessary meetings, seminars and conferences to ensure continual development of the successful applicant, thus enhancing the overall safety efforts and continuous improvements of the facility and business.
