Principal Business & Investment Officer

This senior post sits in the Business, Investment and Growth Team within the Economy, Enterprise and Property department at Halton Borough Council, supporting the Regeneration & Business Growth Manager. The work centres on leading multi-disciplinary project teams, managing capital schemes and programme budgets, and preparing reports for Executive Board and partner boards. It is central to major initiatives including Mersey Gateway Regeneration Plan Plus, Sci-Tech Daresbury Innovation Zone and Freeport-related projects.

The post is for 37 hours a week.

• Lead development, coordination and monitoring of major capital development programmes
• Manage high-profile regeneration and investment projects within the Capital Programme
• Lead programme budgeting and financial management of internal and external resources
• Coordinate public consultation and support partners in engaging residents
• Build working relationships with the private sector, Combined Authority and other agencies
• Work with the Programme Management Office on funding bids, planning applications and investment proposals
• Advise on regeneration and investment issues including commercial funding, land remediation and industrial property
• Prepare reports for Executive Board, Policy & Performance Boards, Steering Groups and Joint Venture Boards
• Represent senior leaders where required and support delivery of strategic aims across the department
