We are now seeking an experienced FM Audit & Health & Safety Manager to drive compliance, strengthen assurance, and help us deliver a consistently safe, well‑managed operational estate.

The Role

As the FM Audit & H&S Manager, you will play a pivotal role in ensuring our Facilities Management services meet all statutory, regulatory and organisational obligations.

You will independently audit compliance and Health & Safety across a diverse property portfolio, lead on continuous improvement of FM processes, and provide senior leaders with clear oversight of risks, performance and trends.

This role is ideal for someone who thrives on problem‑solving, improving systems, influencing stakeholders, and driving high performance.

Key Responsibilities

Lead monthly audits covering FM building compliance and Health & Safety, producing clear assurance reports for senior management.
Monitor the delivery of the Planned Preventative Maintenance (PPM) programme, identifying risks, delays and required interventions.
Review and enhance FM compliance processes, ensuring gaps are addressed promptly to maintain compliance levels above 90%.
Conduct regular site inspections to validate statutory compliance, asset data accuracy and the safety and quality of works.
Review and authorise Safe Systems of Work (RAMS, site rules, permit systems) for internal teams and external contractors.
Proactively intervene to stop unsafe or non‑compliant work and ensure corrective actions are implemented.
Maintain strong relationships with key partners including Corporate H&S, Leisure and Culture, GLL, Enable and Places Leisure.
Use the Concerto CAFM system to support annual PPM planning and ensure all asset data is accurate and aligned with SFG
20 and CIBSE Guide M.
Develop SMART management information, including trend analysis of compliance, expenditure, contractor performance and asset health.
Escalate contractor underperformance and propose clear corrective action plans.
Represent FM at senior governance meetings, offering expert insight into statutory compliance and emerging risks.
Drive a culture of continuous improvement and "right first time" service delivery across Facilities Management.

About You

You will bring:

Essential Knowledge & Experience

Strong understanding of building compliance requirements, including SFG
20 and CIBSE Guide M.
Experience working within a local authority FM service.
Proven ability to build collaborative relationships with technical partners and contractors.
Excellent report writing, communication and stakeholder engagement skills.
Proficiency with Microsoft Office and extensive experience using CAFM systems (ideally Concerto).
Strong organisational skills and the ability to manage multiple priorities.

Desirable

Technical knowledge of mechanical & electrical systems.
Vocational qualifications in FM, property or building services (e.g. BIFM, RICS, CIBSE).
Health & Safety qualifications such as NEBOSH, IOSH or Responsible Person.
