About the Position

The Air Force Civilian Service (AFCS) is seeking a Full‑Time Engineer Technician (NJ‑0802‑03) to work at Air Force Materiel Command (AFMC) in the 78 ABW at Robins AFB in Warner Robins, Georgia. Responsibilities
  • Serve as programming and base development technical engineering support performing the more difficult and complex tasks for new construction, renovations, and improvement projects of real property facilities including utility systems at Robins AFB GA.
  • Evaluate and recommend for approval clients’ requests for new construction, renovation, and improvements of real property facilities including utility systems.
  • Use and apply technical engineering knowledge in developing programming documents for the accomplishment of operations and maintenance (O&M), military family housing (MFH), non‑appropriated fund (NAF), Special Interest programs, host‑tenant, host‑nation real property maintenance by contract (RPMC), and/or military construction (MCP/MILCON) programs/projects.
  • Coordinate projects with engineers in a variety of disciplines and/or with architects.
  • Support and work with engineer/architecture professionals to ensure all design, construction, or operations considerations have been addressed.
  • Conduct site/facility surveys to gather preliminary information. Surveys result in the completion of a Base Civil Engineer Work Request (DD Form 1391) and the creation of a Military Construction Project Data (AF Form 332) that validate the request requirement(s) and are the basis for project advancement or referral for an alternate course of action.
  • Work with organizational managers, budget personnel, and engineering/architectural authorities to develop and gain approval for proposed facility programs/projects.
  • Work with higher level engineers to determine the validity, feasibility, achievability, and efficiency of a proposed project based on constraints in scheduling, cost, manpower, etc.
  • Track requests and input programming level data for approved packages into the automated program management system.
  • Update system to reflect project progress.
Knowledge, Skills, and Abilities (KSAs)
  • General and practical knowledge of engineering concepts, methods, principles, practices, and techniques; familiarity with engineering disciplines (mechanical, electrical, structural, utilities, etc).
  • Knowledge of program planning and budgeting cycles, financial control, and budget systems; work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non‑appropriated funds; automated data processing system capabilities and economic usage to effectively accomplish assigned functions.
  • Knowledge of standard contracting regulations, practices, and procedures.
  • Knowledge of analytical and diagnostic methods, procedures, and principles and surveying methods, equipment, and techniques of measurements to identify project requirements.
  • Ability to plan and record site/facility surveys and inspections.
  • Ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.
