Torch Technologies is seeking a Project Manager – Facilities to join a team providing the planning, directing, and coordinating of large‑scale facility projects in support of mission‑critical operations. This position supports the 950th division at Robins AFB, GA.

As a Project Manager – Facilities, your duties will include the following, but are not limited to:

  • Oversees all phases of design, construction, renovation, and maintenance, including specialized secure spaces built in accordance with ICD 705 standards.
  • Serves as a key liaison between stakeholders, vendors, contractors, and internal teams to ensure successful delivery of secure and non‑secure facilities on time, within scope, and on budget.
  • Lead planning, design, and execution of facility construction, renovation, and modernization projects, including ICD 705‑compliant SCIF spaces.
  • Develop and implement facility lifecycle management strategies to optimize performance, extend asset life, and reduce costs.
  • Ensure adherence to building codes, compliance standards, safety regulations, and security construction requirements throughout all phases of project delivery.
  • Create, manage, and monitor project schedules JIRA.
  • Coordinate vendor and contractor activities to meet contractual scope, deliverables, and quality expectations.
  • Oversee project budgets, cost estimation, and risk management to ensure fiscal responsibility and transparency.
  • Manage secure facility construction in accordance with ICD 705 Technical Specifications.
  • Coordinate with security officials to ensure all facility construction meets physical and technical security requirements.
  • Maintain strict operational security protocols throughout all project phases.
  • Facilitate effective communication among cross‑functional teams, leadership, and external partners.
  • Prepare and present project updates, status reports, and strategic recommendations to senior leadership.

Required Qualifications

  • U.S. Citizenship
  • Bachelor’s Degree in Facilities Management, Construction Management, Engineering, Architecture, or related field and at least 5 years of experience in the applicable discipline.
  • Experience in facilities management or strategic project development roles.
  • Proven record of successfully managing multimillion‑dollar facility projects, including secure construction.
  • Experience with ICD 705 SCIF design and construction requirements.
  • TS‑SCI clearance and ability to maintain this DoD Clearance.
  • Knowledge of building codes, compliance standards, and safety regulations.
  • Knowledge of facility lifecycle management and maintenance strategies.
  • Vendor and contract management experience.
  • Experience with budgeting, cost estimation, and risk management.
  • Experience in planning and executing construction or renovation projects.
  • Experience managing large‑scale or complex projects, including secure facilities.
  • Strong understanding of contract scope and deliverables.
  • Excellent team collaboration and communication skills.

Preferred Qualifications

  • Master’s Degree
  • 10+ years experience in the applicable discipline
