Responsibilities
Manage all aspects of design, construction, and renovation projects on University property including the management of architectural/engineering design, planning, program development, bidding, contract administration, and construction of all externally contracted design and construction projects as well as those performed in‑house from project initiation through design, contract award through the completion of the warranty period (Cradle to Grave).
Consistent coordination and/or monitoring of outside architectural and engineering design consultants, construction management firms, and contractors on assigned projects as well as in‑house designers, draftspersons, clerical and other assigned support staff.
Bid Development and Selection (40%)- Prepares bid documents, plans, specifications and works with Purchasing Department in the preliminary research, development and evaluation of bids related to construction. When indicated works with architects and engineers in plan and specification development.
- Assist in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility.
- Coordinated SET up and conducts pre‑bid and pre‑construction conferences.
- Inspects and provides quality control for all contract construction including correction of substandard work or contract compliance.
- Coordinates budgetary compliance of contracts and maintains activity and job file records of construction projects.
- Coordinates work of contract construction with work of Physical Plant employees.
- Develop, manage, and coordinate all phases of capital projects, including project identification, project scope definition, programming, schematic development, construction document development, and construction administration.
- Manage changes to the project scope, project schedule and project costs using appropriate verification techniques.
- Measure project performance using appropriate tools and techniques including Earned Value.
- Execute each project phase including pre‑construction, construction, closeout and post‑construction services.
- Meet with clients on a regular basis to report project status and clarify specific requirements of each project.
- On selected projects, function as the design technical professional in the areas of architecture, engineering, landscape architecture, and planning.
- Function as the in‑house University Architectural Engineer. Select, advise, program, and interface with professional service firms retained by the University (e.g., architects, engineers, consultants, etc.).
- Function as the designee for the contracting officer for capital projects including coordination of the budget for all major capital projects.
- Function as the University’s agent for capital projects including advising University Associate Vice President Capital Planning and Facilities Management and designees regarding capital activities.
- Coordinate research for finance opportunities of capital projects, including grants, state funding options, and other sources.
- Interface, coordinate, and respond to outside agencies as they pertain to capital projects at the University, to include:
Coordinating Board for Higher Education (CBHE), Office of Design and Construction, Warrensburg Public Works, Department of Transportation, Department of Natural Resources, Corps of Engineers, Department of Labor, Occupational Safety and Health Agency, and Environmental Protection Agency.
- Assist in development and enforcement of policies and procedures as they apply to the Physical Plant operations.
- Supervise and direct work force as needed to cover absences or work performed in conjunction with capital projects.
- Develop and manage deferred maintenance and capital renewal budget(s) as directed.
- Develop and manage comprehensive facilities condition assessment plan.
- Manage multiple small–large, complex construction projects.
