The growth of Electronic Monitoring (EM) as a tool within the Criminal Justice system, to protect the public and support the supervision of offenders in the community continues to drive expansion across the service. The current caseload of individuals being monitored is in excess of 28,000 though forecast to rise to 40,000 over the next 3 years. With increasing caseloads, the introduction of new monitoring technologies and evolving service requirements, the Electronic Monitoring team is expanding.

The MoJ ensures the delivery of the EM Service via 2 key national contracts. The Service Manager role sits within a multi-functional team. The Contract Management team work alongside the private contractors, providing direction and assurance to ensure high outcomes. We are looking for enthusiastic individuals to join our small team. This post is located at the suppliers' site in Warrington. In addition to working from the suppliers' site (currently CS wide expectation of an average of 60% office time) the Service Manager is required to undertake shadowing and site visits across England and Wales. These visits take place from 6pm to midnight, in line with the key activity of the EM service.

The Service Manager will undertake on average 4 visits per month. Additionally, there is an on-call requirement to deal with operational issues and information requests as they arise the majority of which need attention in the evenings, at weekends and on bank holidays. The rota for on call is agreed between the team to ensure business needs are met as well as fairness.

RHA is applicable in recognition of the range of outside core hours activity. Candidates are reminded that to be eligible for this campaign; you must still be employed as a civil servant at the point of accepting the role. If you resign or your Fixed Term contract ends before you are made and accept an offer, you will become ineligible and you will be withdrawn from the process.

The base location of the team is on site with the field supplier in Warrington (WA3 7PB
) Whilst this is a national role and can be based at any HMPPS/MoJ office that meets the 60% office attendance requirement, the expectation is that travel to the Warrington office 2 days a week will be required to meet with the supplier and colleagues. In addition, monthly team meetings are held in Manchester, Leeds and occasionally London and therefore this travel will also be required.

As a guide, it would be reasonable to expect to spend, on average, around four days per month attending meetings at one or more of these locations. Time spent attending these meetings can count towards the 60% office attendance requirement, where applicable. We will require the successful candidates to go through SC, but this is not a requirement of recruitment.

Additional Information Working Arrangements & Further Information The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working.

Similarly, Hybrid Working will not suit everyone's circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review. For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ's terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
