Under general direction, the Director of Safety and Security is responsible for safety, security, and emergency readiness at Rhode Island T.F. Green International Airport and the General Aviation Airports. This role serves as the primary Airport Security Coordinator (ASC). Provides emergency response to terminal or landside emergencies and coordinates immediate Incident Command until relieved by Senior Management. Performs the duties of the Airport Security Coordinator, including serving as the primary contact for the Transportation Security Administration (TSA).

Administers the issuance of the Rhode Island T.F. Green International Airport Security Identification Media. Performs the duties of Safety Management Systems (SMS) Manager as outlined in the RIAC SMS Manual and the duties of Emergency Operations Center (EOC) Manager in the absence of Senior Management personnel. Performs the duties of Emergency Preparedness Manager, including training coordination for RIAC personnel. Conducts planning, preparation, training, and oversight of the annual FAR Part 139 tabletop exercises, triennial FAA Part 139 full-scale exercises, and assists IT in planning cybersecurity table top exercises.

Coordinates with Customs and Border Protection (CBP) and maintains the reimbursable agreement with the organization. Oversees the security guard contract  coordination, engagement, or meetings with external agencies (including TSA, CBP, RIEMA, local, state, and federal law enforcement, or emergency management partners) shall be conducted at the direction and with the approval of the Executive Vice President of Operations and Public Safety or their designee.

Essential Duties and Responsibilities

Other duties may be assigned, but essential duties and responsibilities include the following:

  • Works directly with TSA, CBP, and other federal or state agencies as directed and approved by the EVP of Operations and Public Safety or designee. Prepares written reports summarizing meetings and coordination outcomes for RIAC leadership.
  • Coordinates with the Rhode Island Fusion Center and local emergency response agencies under EVP direction.
  • Maintains and updates the Airport Security Plan (ASP).
  • Maintains reimbursable and other agreements with CBP.
  • Oversees all aspects of the Security Guard contract for RIAC.
  • Oversees the Badging Office, administering all aspects of the SIDA badging process from application through issuance, and ensures compliance with TSA audit standards.
  • Serves as Emergency Coordinator; develops and implements components of the Airport Emergency Plan and provides training to RIAC staff.
  • Conducts frequent walkthroughs to ensure the airport is operating safely and efficiently.
  • Maintains expert knowledge of OSHA requirements and oversees the in-house Safety Coordinator.
  • Oversees the security camera and access control systems.
  • Leads monthly safety committee meetings, preparing agendas, minutes, and follow-up actions.
  • Leads planning and execution of FAA-required annual table top and triennial full-scale emergency response drills.
  • Coordinates with department heads to ensure safe operational decisions and conducts accident investigations involving employee injuries.
  • Procures materials and oversees departmental equipment safety and inspection.
  • Schedules and conducts security and safety training.
  • Interprets federal and local regulations as they apply to criminal history record checks and access control eligibility determinations.
  • Creates daily, monthly, and annual reports using CCure or equivalent systems.
  • Tracks lost badges, collects penalties, and generates monthly m reports for the Operations Department.
  • Maintains the SMS Manual and ensures compliance with Federal, State, and local safety regulations.
  • Maintains confidential reporting systems and submits required reports to the Accountable Executive of the SMS program.
  • Performs other duties as assigned.
Supervisory Responsibilities

Directly supervises the Safety and Training Officer and the Security . Responsible for the overall direction, coordination, and evaluation of these units. Supervisory duties include training employees, assigning and directing work, appraising performance, and resolving issues in accordance with RIAC policies and applicable laws.

Qualifications
  • Proficiency in Microsoft applications and familiarity with facility and maintenance systems.
  • Strong project management and contractor coordination skills.
  • Knowledge of occupational hazards and safety precautions.
  • Excellent verbal and written communication skills, with the ability to work under pressure.
  • Ability to act as a representative of Senior Management for operational, safety, and security responsibilities, consistent with EVP direction.
  • Knowledge of Safety Management Systems, risk management, and airport emergency procedures.
  • Comprehensive understanding of 49 CFR Part 139 (Emergency Management) and 49 CFR Parts 1542 and 1544 (Airport Security).
