About the Role
We are looking for an expert in whole energy systems and hydrogen network planning to lead the development of NESO’s strategic thinking within the Centralised Strategic Network Plan (CSNP). This senior role will shape NESO’s methodology, assumptions and analytical approach to integrated network planning across energy vectors, acting as a technical authority on hydrogen in the CSNP and its interactions with gas, electricity and carbon capture systems.
The post holder will define and lead system‑wide analysis, provide authoritative insight that influences senior decision‑making at NESO, government and regulators, and coordinate cross‑vector analysis within the Gas and Whole Energy Network Development (GWEND) team, part of the Strategic Energy Planning (SEP) directorate.
Key Accountabilities- Drive complex elements of NESO’s hydrogen network planning from methodology development to delivery.
- Lead and take responsibility for decision‑making on options, trade‑offs and uncertainties to recommend strategic approaches.
- Coordinate delivery of cohesive intelligence across sectors, clusters and energy vectors, setting scope, defining hypotheses and directing analysts and subject matter experts.
- Identify innovation and tooling requirements and lead data scientists and analysts in developing simulations and models.
- Define, own and assure adherence to analytical and research standards across the team.
- Ensure rigorous, high‑quality analysis and embed intelligence across NESO, DESNZ, Ofgem and other partners.
- Lead horizon scanning and interpretation of market developments, integrating insights into strategic planning.
- Deputise for the Whole Energy Network Manager in stakeholder engagement and internal collaboration, representing NESO as a technical authority.
- Own production of materials and reports that communicate insights and analysis of energy network planning to internal and external stakeholders.
- Develop publications and insight papers to support UK energy market participants and position NESO as a thought leader.
- Provide technical leadership, coaching and mentoring to analysts and specialists, building capability within the team.
- Support other GWEND work streams as required.
- Strong subject matter expertise in whole energy systems, hydrogen infrastructure or related discipline, with a holistic view across energy vectors.
- Extensive knowledge of the energy sector’s structure, regulatory environment and net‑zero transition challenges.
- Deep technical or policy knowledge of at least one element of the whole energy system (vertical or horizontal).
- Strong analytical skills, experienced with data in diverse formats and capable of collating and analysing information sets.
- Experience with Geographic Information Systems (GIS) or energy modelling software such as PLEXOS is an advantage.
- Ability to translate data and analysis into value‑adding insights, commentary and recommendations that inform decision‑making.
- Strong communication and stakeholder skills, able to engage senior levels, external bodies, partners and regulators.
- Experience of techno‑economic or cost‑benefit analysis, and familiarity with the Green Book or similar appraisal frameworks is an advantage.
- A background in economics, engineering, mathematics, physical sciences, IT/computing, business/finance, geo‑sciences, social sciences, law or politics is welcome.
- Competitive salary of £58,000 – £75,000, depending on experience and capability.
