About The Role
We are looking for an expert in whole energy system and hydrogen network planning to assist in leading the development of NESO’s strategic thinking within the Centralised Strategic Network Plan (CSNP). We also have a Senior Whole Energy Analyst role available.
The role will be key in shaping NESO’s methodology, assumptions and analytical approach to integrated network planning across energy vectors, acting as a technical authority on hydrogen in the CSNP and its interactions with gas, electricity and carbon capture systems. The post holder will be integral in defining and leading complex, system‑wide analysis, providing authoritative insight that influences decision‑making at senior levels within NESO, government and regulators.
The role is within the Gas and Whole Energy Network Development (GWEND) team which is part of the Strategic Energy Planning (SEP) directorate in NESO. The team is responsible for hydrogen network planning and whole energy interactions within the CSNP and providing support within NESO on hydrogen infrastructure development, in particular to the Regional Energy Strategic Planning and Strategic Spatial Energy Planning programmes.
This role can be based from Warwick, Wokingham or Glasgow and we continue to offer hybrid working from office and home. We are open to full time, as well as flexible working arrangements.
Key Accountabilities- Drive complex elements of NESO’s hydrogen network planning within the Centralised Strategic Network Plan, from methodology development through to delivery.
- Lead and take responsibility for complex decision‑making, evaluating options, trade‑offs and uncertainties to define recommended strategic approaches.
- Lead, coordinate and take responsibility for the delivery of cohesive intelligence and analysis across sectors, clusters or energy vectors – setting scope, defining hypotheses, and directing the work of multiple analysts and subject‑matter experts to deliver cohesive cross‑vector insights. This includes identifying innovation and tooling requirements and leading data scientists and analysts to develop the simulations and models required.
- Define, own and assure adherence to analytical and research standards across the team, ensuring a consistent, robust and high‑quality approach to all studies.
- Be responsible for ensuring the analysis within the team is rigorous and of sufficiently high‑quality and working with colleagues from across NESO, DESNZ and Ofgem to ensure the intelligence is embedded in their analysis.
- Lead and take responsibility for horizon scanning and interpretation of market developments, ensuring insights are integrated into strategic planning and analytical approaches.
- Deputise for the Whole Energy Network Manager in external stakeholder engagement and internal cross‑vector collaboration, representing NESO as a technical authority in discussions with DESNZ, Ofgem and industry, and leading coordination across electricity, gas, hydrogen and CCS teams to ensure aligned, system‑wide thinking.
- Take ownership for the production of materials and reports that communicate the insights and analysis of energy network planning as part of the CSNP to communicate key outputs with internal and external stakeholders.
- Take responsibility for ensuring accurate, timely and influential communication with external stakeholders.
- Drive the development of publications and ongoing insight papers, to support key participants in the UK energy markets in their planning and to help position NESO as the thought leader in whole‑energy system planning.
- Provide technical leadership and be seen as a Subject Matter Expert across the GWEND team, guiding and coordinating the work of analysts and specialists, developing capability within the team through coaching, mentoring and supporting.
- Support other work streams across the GWEND team as required.
- Strong subject matter expertise in whole energy systems, hydrogen infrastructure or a related discipline, with the ability to think holistically across energy vectors to take a whole energy systems approach to complex and ambiguous system challenges.
