About the Role
NESO is a formal partner in the government’s Reformed National Pricing (RNP) Programme, which aims to reform the GB electricity market arrangements to deliver a secure, affordable decarbonised power system. A major focus of this programme is how to support the successful delivery of the Strategic Spatial Energy Plan (SSEP) by effectively influencing decisions around project siting and investment to facilitate a low-cost electricity system.
The RNP Programme is therefore reforming and implementing a package of levers, including connection agreements, network charging and government subsidies, to deliver the SSEP. While this is a government-led workstream, NESO has a critical role to play in supporting the design and delivery of these reforms. This is a high-profile leadership role at the centre of GB electricity market reform.
You will lead the delivery of NESO’s role within this RNP workstream, from design of the optimal package of siting and investment levers to delivering them into the organisation and across the industry, as well as ongoing execution of the levers. The role also supports elements of the SSEP modelling and pathway development, as well as understanding and engaging with the wider Strategic Energy Planning processes.
Delivery of the NESO SIL workstream will be distributed across the organisation, so the role will be highly collaborative, both with NESO colleagues as well as DESNZ and Ofgem. The role will also be highly customer focused. This role can be based from Warwick, Wokingham or Glasgow, and we continue to offer hybrid working from office and home. We are open to full time and part time applicants, as well as flexible working arrangements.
Accountabilities
- Set the strategic direction for the SIL workstream, ensuring objectives, scope and delivery plans are aligned with wider market reform, consumer outcomes and NESO’s strategic priorities
- Overall workstream delivery against objectives and plans
- Decision maker at workstream level – budget, resource, time, prioritisation
- Coordinating with teams across NESO to ensure the SIL outcomes are designed and implemented in a way that delivers value for GB consumers and aligned with NESO’s strategic objectives, especially Strategic Energy Planning, Connections, EMR Delivery Body, Strategy and Policy, Revenue and Settlements, and Market Frameworks
- Build trusted and influential relationships with DESNZ, Ofgem and senior industry stakeholders, ensuring the workstream is informed by external perspectives and positioned to support effective decision-making
- Risk, issue and dependency management for the workstream
- Own the quality and impact of workstream products, ensuring analytical outputs, options papers and recommendations are robust, accessible and decision-ready. Work collaboratively with modelling teams and processes across NESO to ensure market interactions and behaviours are given appropriate consideration

- Ability to think strategically and set direction, linking your workstream decisions to wider market reform, investment signals, consumer outcomes and NESO objectives
- A proven track record of delivery of complex projects or programmes in the energy sector
- Strong understanding of GB electricity market arrangements, market design theories, and investment incentives
- Experience in power system economic analysis an advantage
