Midnight Sun is seeking a Senior Project Manager to support a federal construction contract at Joint Base Lewis-McChord in the Tacoma, Washington area. The Senior Project Manager oversees multiple federal construction projects from pre-construction through closeout and manages all phases of project execution including planning, budgeting, scheduling, quality control, safety compliance, and client communications. This role is the primary point of contact for government representatives, ensuring that projects are completed on time, within budget, and in full compliance with contract requirements, federal regulations, and company standards.
The ideal candidate brings extensive experience managing complex federal construction projects, including familiarity with USACE, NAVFAC, or ARNG contracting environments. Strong leadership, communication, and problem-solving skills are essential to deliver high-quality work in secure, mission‑critical environments.
Key Responsibilities- Lead all phases of federal construction projects, including planning, design coordination, and execution, to ensure on‑time, on‑budget delivery.
- Develop, implement, and maintain project performance/execution plans and critical path (CPM) schedules, including short‑interval planning (SIP) schedules.
- Coordinate with estimating, design, engineering, and pre‑construction teams on budgeting, design‑build activities, value engineering, and labor/productivity analysis.
- Ensure compliance with all federal, state, and local regulations, including OSHA, building codes, safety inspections, and corporate safety programs.
- Lead team development and oversight of project budgets, including Cost to Date, Estimate to Complete, and Estimated Cost at Completion reporting.
- Ensure timely project buyout, subcontractor risk assessment, and engagement in a cost‑effective manner.
- Lead change order management and review project contracts to ensure compliance and protect project interests.
- Ensure projects are completed on time and within budget, addressing issues proactively.
- Provide guidance and direction to onsite management teams to ensure efficient, compliant, and high‑quality work.
- Oversee subcontractors, monitor work performance, and adjust staffing or resources as needed.
- Manage client relationships, serving as the primary point of contact for government representatives and internal teams.
- Provide regular updates to clients and leadership on project schedules, budgets, and performance, including urgent communications as needed.
- Maintain 24/7 availability for urgent client requests or needs.
- Perform other duties as assigned to support project and organizational success.
- Associate’s Degree in Engineering, Architecture, Construction Science, Business Management, or Construction Management;
Bachelor’s Degree preferred. - 10+ years of experience as a Project Manager on federal construction contracts.
- Experience with JOC, SATOC, MATOC, SABER, or similar preferred.
- Strong understanding of federal construction processes and contract requirements, including FAR, DFARS, and USACE/NAVFAC processes.
- Knowledge of construction and safety standards and regulations including, but not limited to: CFR 1910, CFR 1926, OSHA, EM 385‑1‑1; familiarity with quality control, safety, and environmental requirements on federal projects.
- Knowledge of construction means, methods, scheduling, cost control, and testing procedures with the ability to identify project risks, develop mitigation strategies, and ensure projects meet schedule and budget goals.
- Ability to interpret complex construction plans and specifications, including site/civil, structural, architectural, mechanical, and electrical.
- Ability to manage budgets, schedules, and subcontractor performance.
- Ability to develop and maintain positive relationships with government representatives, subcontractors, and stakeholders.
