The Job Developer is responsible for developing and maintaining strategic, professional relationships with employers across the private, public, nonprofit, and faith-based sectors to promote employment opportunities for participants referred by the District of Columbia’s Department of Human Services (DHS). Through consistent and values-driven engagement, the Job Developer serves as one of the organization’s key representatives to the business community—ensuring all outreach reflects Fedcap’s mission, program goals, and commitment to fostering economic mobility.

At the same time, the Job Developer works directly with participants to restore confidence, build self-efficacy, and reinforce future orientation
. They help participants understand their unique strengths, address employment barriers, and develop a clear sense of agency in the job search process. Success in this role requires both strategic market insight and empathetic customer coaching
, bridging the gap between business needs and human potential.

Employer Engagement and Partnership Development
  • Build, sustain, and expand professional relationships with 50‑100 employers across industries to create a robust and diverse pipeline of job opportunities for TANF participants.
  • Conduct daily prospecting activities, totaling at least 50 activities a week, including cold calls, outreach visits, networking events, and digital engagement, to identify hiring needs and new employer partners.
  • Promote the value of partnering with Fedcap by explaining financial incentives, retention supports, and long‑term business benefits associated with hiring TANF participants.
  • Collaborate with employers to design and coordinate hiring events, job fairs, and informational sessions that connect participants directly to viable career opportunities.
  • Serve as a key representative of Fedcap to the business community, ensuring all outreach reflects the organization’s mission, professionalism, and commitment to quality outcomes.
Employer Hiring Events
  • Plan, coordinate, and execute at least 1 targeted employer hiring event per month designed to connect TANF participants directly with employers who have active job openings and the capacity to make on‑the‑spot job offers.
  • Lead or co‑lead the planning and delivery of at least multiple employer hiring fairs per quarter that align with participant skills and local labor market demand.
  • Collaborate with fellow Job Developers, Employment Specialists, Instructors, community partners, and employer associations to host joint or regional hiring events that expand opportunities for participants and strengthen employer engagement.
  • Coordinate event logistics, including scheduling, venue setup, employer registration, participant preparation, and day‑of execution to ensure a seamless, professional experience for all attendees.
  • Prepare and brief participants in advance of each event through resume review, mock interviews, and workplace readiness activities.
  • Develop and distribute promotional materials—including digital and print flyers, job announcements, and follow‑up communications—to maximize awareness and attendance with assigned program participants.
  • Capture event outcomes, including the number of employers, participants, interviews conducted, and confirmed job offers, compiling summary reports for internal review and DHS reporting.
  • Ensure all events uphold Fedcap’s commitment to high‑quality, equitable, and mission‑aligned engagement with both employers and participants.
Customer Readiness and Placement Alignment
  • Review DHS assessments, employment profiles, and Detailed Individual Responsibility Plans (DIRPs) to understand each customer’s skills, interests, and employment goals.
  • Partner closely with Case Managers and Employment Specialists to align customer readiness with employer needs, ensuring appropriate job matching and long‑term success.
  • Meet with and prepare at least 20 customers per week for interviews through individualized coaching, mock interviews, and resume refinement aligned with employer expectations.
