Job Summary

Zachary Piper Solutions is seeking an Alternative Construction Methods Specialist to join our team on a primarily remote basis. This position drives the adoption of innovative construction delivery approaches, including progressive design‑build (PDB), Other Transaction Authority (OTA), and Commercial Solutions Opening (CSO) mechanisms. The role focuses on accelerating infrastructure delivery, improving cost efficiency, and strengthening mission readiness across the Air Force enterprise.

Additionally, the specialist supports MILCON program planning and execution, ensuring alignment with DoD policies, design standards, and operational requirements.

Responsibilities
  • Serve as a subject matter expert on innovative construction delivery approaches, including progressive design‑build and alternative acquisition authorities.
  • Formulate and implement strategies that incorporate non‑traditional delivery models into Air Force infrastructure programs.
  • Provide recommendations on acquisition methods utilizing OTAs and CSOs to accelerate project timelines and introduce cutting‑edge solutions.
  • Contribute to policy development and process enhancements by drafting guidance, best practices, and improvement initiatives for alternative construction techniques.
  • Oversee planning and execution of MILCON projects under flexible acquisition frameworks, ensuring compliance with applicable standards and mission objectives.
  • F.UN♀♀♀♀? foster collaboration with internal teams, external stakeholders, and industry partners, and lead training sessions to strengthen organizational expertise in innovative construction and contracting practices.
Qualifications
  • 4+ years of experience in federal construction or acquisition programs
  • In‑depth knowledge of OTAs and CSOs, including experience acquiring innovative technologies under governing authorities (e.g., 10 U.S.C. § 4022)
  • Experience managing MILCON projects and ensuring compliance with DoD policy and design standards
  • Strong understanding of design‑build principles and collaborative project delivery
  • Excellent communication, negotiation, and stakeholder engagement skills, with the ability to navigate complex regulatory environments
  • Bachelor’s degree in Engineering, Architecture, Construction Management, or related discipline
Compensation
  • Pay Range: $120,000‑$130,000
  • Comprehensive Benefits:

  • Hybrid Structure – primarily remote, on‑site requirements 1‑2 times a month
