Utility Monitoring Services Supervisor

Position Summary
The Supervisor oversees all stationary engineers assigned to the 24/7 monitoring and inspection program. This role ensures compliance with VHA Directive 1028
, federal safety regulations, contract requirements, and internal QA/QC standards. The Supervisor is responsible for scheduling, training, technical oversight, and quality assurance of all inspection logs, equipment readings, and emergency response actions. The Supervisor acts as the primary liaison with the VA COR, Engineering Service, and Safety personnel.

Essential Duties & Responsibilities

• Provide daily supervision and oversight of all stationary engineers supporting the contract.
• Validate and review all two-hour inspection logs, equipment readings, and deficiency reports for accuracy and compliance.
• Coordinate directly with VA Engineering Service regarding system issues, emergency responses, and outage coordination.
• Manage work schedules, shift rotations, leave coverage, and on-call assignments to maintain uninterrupted 24/7 staffing.
• Conduct weekly and monthly quality assurance audits of logs, water chemistry reports, control system readings, and maintenance tasks.
• Lead emergency response activities and provide technical guidance during system failures.
• Approve and oversee interim repairs and ensure proper escalation of major deficiencies.
• Maintain documentation required for contract compliance, including:

  • Training records
  • Equipment performance records
  • Preventive and corrective action tracking
• Train and mentor engineers in equipment operation, safety procedures, and VA-specific requirements.
• Ensure compliance with all SCA requirements, OSHA standards, and VA safety directives.
• Prepare monthly performance reports and present findings to the Contract Manager and VA COR.
• Support Contractor Management during inspections, audits, and performance evaluations (e.g., CPARS).
• Recommend system improvements, updated procedures, and technical enhancements for efficiency and safety.

• Minimum 7-10 years of progressively responsible experience in stationary engineering, utility plant operations, or mechanical/HVAC systems.
• Experience supervising or leading teams in a 24/7 operations environment.
• EPA Universal Certification (Type I, II, III).
• Strong understanding of HVAC, chilled water systems, boilers, cooling towers, controls, pumps, and electrical equipment.
• Ability to interpret VA directives, federal regulations, engineering drawings, and technical manuals.
• Demonstrated leadership, communication, and decision-making skills in high-stress environments.
• Ability to remain on-call for emergencies and respond promptly.

• DC Stationary Engineer License or equivalent.
• Experience in federal O&M contracts or VA medical facilities.
• Familiarity with VHA Directive 1028, NFPA standards, and ASHRAE/ANSI requirements.
• Prior experience generating QA/QC reports and interacting with Contracting Officers or CORs.

• Occasional lifting up to 50 lbs.
• Walking inspections across multiple buildings and mechanical spaces.
• Exposure to noise, heat, chemicals, mechanical hazards, and roof-level environments.
