Procurement (FOIA) Specialist (Washington, DC)

You’ll play a key role in ensuring accurate procurement documentation and timely FOIA responses, directly supporting federal operations. Key Responsibilities
  • Request intake & triage: Review incoming requests to identify where responsive documentation resides; triage and prioritize requests and maintain awareness of milestones.
  • Stakeholder coordination & escalation: Coordinate timely responses to inquiries from Congress, the public, and similar stakeholders; alert Government personnel to requests that warrant special attention or may be potentially controversial and require cross‑office coordination for consistent responses.
  • Records search & compilation: Independently research, gather background information, review records, and prepare complete information packages for management review and signature.
  • Redaction & exemptions (proposal): Propose red actions and exempt/non‑exempt determinations in accordance with applicable statutes, regulations, and laws (e.g., FOIA, Privacy Act); ensure the protection of PII and adherence to departmental and agency policies.
  • Response development: Draft sensible responses and supporting documentation to address discrepancies, appeals, fee waivers, and lawsuits; prepare summaries and background materials to assist Government personnel.

    Note:

    The Contractor shall not independently interpret FOIA exemptions or provide training or legal advice to Government personnel.
  • Tracking & reporting: Create official records of all requests, track progress through completion and closure in the provided tracking database, and design/develop reports that recap received requests and outcomes.
  • Records management & disposition: Archive records and determine dispositions through established procedures; coordinate file management with OAQ’s data management and contracting teams to ensure consistency, discoverability, and compliance.
  • Policy & process improvement: Review program policies/procedures to identify and eliminate problem areas; propose updates to guidance and procedural information regarding the agency’s FOIA policies.
  • Collaboration: Participate in product‑level Integrated Product Teams (IPTs), as appropriate.
Minimum Qualifications

Education

  • Bachelor’s degree from an accredited U.S. college or university (4‑year program).
  • Preferred: Degree in business, information management, contracting, or law.
  • Candidates must provide transcripts verifying degree completion.

Experience

  • At least 4 years of documented experience as a Procurement Analyst or FOIA Specialist.
  • Proven experience supporting procurement or contracting functions for a Federal Government agency or entity.
Required Skills & Competencies
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and SharePoint; experience with FOIA tracking databases or case management tools.
  • Ability to maintain operational security (OPSEC) and report concerns.
  • Strong knowledge of procurement and transparency regulations (e.g., FAR, FOIA, Privacy Act), and departmental/agency records‑handling policies.
  • Analytical and qualitative skills to resolve complex FOIA issues, including discrepancy resolution and redaction proposal aligned to statute/regulation.
  • Experience reviewing contract files and government documentation and producing well‑structured response packages, summaries, and reports.
  • Excellent written and verbal communication skills; strong organizational and analytical abilities.
  • Ability to interpret data and draw well‑supported conclusions while safeguarding PII and sensitive information.
Preferred Qualifications
  • Experience handling procurement‑sensitive or law enforcement‑sensitive information.
  • Familiarity with government contract‑writing software (e.g., PRISM).
  • Experience coordinating with OAQ data management and contracting teams and participating in IPTs.
