Role Overview

Meta Phase is seeking an experienced Contract Lead – Training Services to lead day‑to‑day delivery support for the U.S. Department of the Treasury OCIO Enterprise Applications organization, supporting the Talent Management Solutions (TMS) program and related HR line‑of‑business services.

What You Will Be Doing
  • Lead day‑to‑day delivery coordination for the Treasury LATS effort, including schedules, action items, risks/issues, and deliverable tracking.
  • Coordinate planning and execution across training service outcomes (asynchronous content; training ecosystem & playbook; training delivery & evaluation).
  • Draft and maintain program artifacts (delivery plans, agendas, meeting notes, decision/action logs, status updates, and dashboards).
  • Support weekly status reporting and maintain a consistent stakeholder engagement cadence.
  • Develop and QA training deliverables (e.g., user guides, job aids, scripts, tutorials, facilitator guides, micro‑content such as short videos/podcasts).
  • Apply quality controls to ensure deliverables are accurate, free of sensitive/PII content, and aligned to accessibility expectations (Section 508) and eLearning standards (SCORM) as applicable.
  • Gather feedback, identify common adoption/training pain points, and recommend improvements to content and delivery methods.
  • Facilitate or support working sessions and training‑related meetings with professionalism and clarity.
Required Qualifications
  • 8+ years of experience supporting or leading project delivery, contract operations, training/learning, change enablement, or communications work in federal environments.
  • Demonstrated experience coordinating multi‑workstream delivery (planning, dependencies, schedules, risks/issues, status reporting, and stakeholder communications).
  • Proven ability to produce polished, client‑ready deliverables and training materials (guides, job aids, slide decks, scripts, FAQs, SOPs).
  • Strong organization skills and attention to detail—able to manage deadlines, multiple priorities, and rapidly shifting client needs.
  • Strong written and verbal communication skills, including facilitation, stakeholder coordination, and executive‑ready status updates.
  • Proficiency with Microsoft Office (Word, PowerPoint, Excel) and collaboration tools (Teams/SharePoint).
  • Working knowledge of delivery quality standards, including accessibility/508 and content packaging conventions where needed.
  • Ability to support a hybrid delivery model, including onsite activities in the Washington, DC area as needed.
  • U.S. Citizenship required and ability to obtain/maintain a Tier 2 / Moderate Risk Public Trust clearance.
Preferred (Bonus Points)
  • Experience supporting Treasury, OCIO organizations, HR technology, or talent management programs.
  • Familiarity with LMS concepts, SCORM packaging, and training evaluation methods.
  • Experience with eLearning and content tools (e.g., Adobe Acrobat Pro, Articulate, Captivate, Camtasia) or microlearning/video development.
  • Certifications such as PMP/CAPM (or progress toward), Prosci, CSM/Agile, ATD (or equivalent).
Work Setup
  • Hybrid – Washington, DC (Treasury HQ);
