Legal Investigative Analyst – DC Department of Human Resources
The Legal Investigative Analyst will be located in the Metropolitan Police Department (MPD), Professional Development Bureau (PDB), Disciplinary Review Division (DRD). The incumbent is responsible for complex legal research, case evaluation, policy analysis, and procedural guidance related to disciplinary reviews and administrative investigations, ensuring compliance with federal, state, and local regulations.
Responsibilities- Serve as a senior analyst handling the more complex and difficult disciplinary matters; conduct in-depth legal research on federal, state, and District laws, regulations, and case law relevant to disciplinary actions, labor laws, and administrative proceedings.
- Interpret and apply case law and legal precedents to disciplinary matters and recommend appropriate courses of action.
- Review and evaluate all case files, departmental policies, practices, and related forms to ensure consistency with the law, MPD policies, legal standards, and applicable collective bargaining agreements.
- Prepare legal memoranda, disposition letters, and reports summarizing case findings and recommendations.
- Consult with legal entities on a case‑specific basis to ensure maximum legal protection before issuing all disciplinary materials, including drafting notices of disciplinary action and other required legal documents.
- Assist leadership in interpreting and enforcing federal, state, and local law; advise Department officials concerning labor‑management issues, coordinating with Human Resources Management Division, Office of Labor Relations on collective bargaining, Mayor’s Office, General Counsel, and other stakeholders.
- Stay abreast of agency and other changes in laws and regulations related to the Office’s function; recommend appropriate actions to the Director.
- Organize, analyze, and manage case files, ensuring proper documentation and compliance with legal and procedural requirements.
- Provide technical guidance and assistance to junior analysts in specialized knowledge areas.
- Convert physical case files into electronic format, maintaining accurate digital records.
- Assist in developing case strategies and support MPD leadership in resolving disciplinary cases.
- Prepare and present written and oral reports on case evaluations and investigative findings.
- Support the settlement process, assisting in drafting settlement templates and agreements.
- Assist in updating policies and procedures to align with legal requirements and best practices.
- Develop and deliver training materials on disciplinary procedures, case management, and legal updates.
- Analyze trends and recommend policy improvements to enhance disciplinary review processes.
- Provide general administrative support for meetings, hearings, and special projects.
- Gather information in response to inquiries from internal and external stakeholders.
- Manage project timelines and track case progress to ensure efficient workflow within the division.
- Compile monthly statistical and status reports and presentations for internal and external stakeholders.
- Coordinate and facilitate disciplinary review meetings and special initiatives.
- Perform other related duties as assigned.
- Advanced research strategies and techniques to investigate complex disciplinary and labor issues.
- In-depth knowledge of federal and District employment laws, due process rights, administrative law, labor relations, and relevant case law.
- Comprehensive understanding of agency policies, regulations, procedures, labor, and district matters.
- Extensive experience in legal research, case evaluation, and policy development; ability to interpret and apply complex legal precedents.
- Strong legal writing and analytical skills; proficiency in drafting memoranda, investigative reports, and policy documents.
- Ability to apply sound judgment in reviewing and analyzing assigned matters.
- Strong ability to provide legal guidance, policy interpretation, and training to senior leadership and personnel.
