Executive SummaryThis announcement will fill multiple vacancies in the Office of the General Counsel (OGC). We are hiring attorneys with Federal and/or administrative litigation experience, preferably in employment law.
Responsibilities- First chair litigation before administrative agencies on a broad range of employment and labor matters including adverse actions, reductions in force, suitability, labor relations, and discrimination.
- Serve as lead counsel in important and sensitive litigation before the Merit Systems Protection Board (MSPB), the Equal Employment Opportunity Commission (EEOC), and the Federal Labor Relations Authority (FLRA).
- Prepare cases for litigation, including writing motions, briefs, and other papers, conducting discovery, and participating in administrative hearings.
- Make recommendations regarding settlement of litigation and appeal of adverse decisions, including exercising OPM’s statutory authority to obtain review of adverse MSPB decisions with substantial impact on the civil service.
- Perform other duties as assigned.
Must be a U.S. Citizen or National. Males born after 12‑31‑59 must be registered for Selective Service. Suitable for federal employment, determined by a background investigation. May be required to complete a probationary period. This position is not eligible for inclusion in a bargaining unit.
Qualifications Basic Qualifications- One or more years of post‑Juris Doctorate legal work experience such as a judicial clerkship or general law practice.
- A J.D. from an ABA‑accredited law school.
- Active membership, in good standing, of the Bar of a State, territory, or the District of Columbia.
- For GS‑12:
At least one year of experience; GS‑13:
At least two years progressively responsible experience; GS‑14:
At least three years; GS‑15:
At least four years. - For GS‑11:
Less than one year of post‑J.D. experience, with academic standing in the upper third of the graduating class, advanced educational attainment, or significant summer clerk experience.
- Experience “first chairing” MSPB, EEO, or federal litigation.
- Excellent customer service and sound judgment in challenging situations.
- Strong oral and written communication skills.
- High competence in legal research and analysis, including integrating facts and law to make sound decisions, even under compressed time frames.
- Ability to work independently and as a team member in a demanding environment.
- Willingness to consider diverse perspectives and navigate changing circumstances.
- Ability to manage multiple assignments and competing priorities concurrently.
- Ability to develop and maintain collaborative working relationships within and outside OGC.
- Must meet all qualification and eligibility requirements by the closing date of this announcement.
