Responsibilities
Commander, Navy Regional Maintenance Center (CNRMC) is an Echelon III command (field activity) under Naval Sea Systems Command (NAVSEA) with a mission to deliver quality, cost-wise material readiness in support of U.S. Naval forces worldwide. CNRMC is responsible for coordinating the depot- and intermediate-level maintenance of the Navy's surface fleet, and for resourcing the requirements necessary to meet ships maintenance availability schedules.
Noblis MSD’s CNRMC Team requires a Senior Operations Analyst to facilitate and coordinate NAVSEA 21 and CNRMC acquisition and oversight of ship maintenance, repair, and overhaul in multiple Pacific ports, including, but not limited to, Singapore, South Korea, and Japan. The Analyst will coordinate and align support between CNRMC, NAVSEA 21, and foreign ports and vendors to plan and execute surface ship maintenance and repairs.
Routine duties include:
- Monitor and report SRF-JRMC, and other Pacific private shipyard operations, industrial processes, procedures, and programs and enact proven practices from other depot ship maintenance.
- Report CNO and other availability performance including emergent ship maintenance issues to applicable stakeholders.
- Provide recommendations and support for current and potential Agreement for Boat Repair (A ) and Master Ship Repair Agreement (MSRA) certifications for private ship repair activities in the Indo-Pacific Area of Responsibility (AOR)
- Support NAVSEA for implementation and oversight of MOAs between the Navy and Foreign Maintenance Activities.
- Interface with senior military and executive civilian Leadership and Staffs
- Personally prepare for and facilitate weekly and monthly business and financial briefs, provide related reports
-administrative assistance is not available. - Develop/provide reports/information along with the data implications/significance to senior military/civilian management for recommended policy and procedural improvements
- Establish, strengthen, and grow relational networks with shipyards, repair facilities and vendors in foreign ports in the Indo-Pacific AOR.
Applicants must have the following minimum skills and knowledge:
- Bachelors degree, Associates degree or High School Diploma and 14 or more years of relevant Navy experience.
- Must have a SECRET Clearance
- US Citizenship required
- Ability to travel:
Estimate of 3-5 trips to OCONUS Pacific Ports and 2-3 trips to DC each year - Experience with briefing Senior Military Officers and Government Executives.
- High level of proficiency in MS Office applications, especially PowerPoint and Excel.
- Program Management skills including a high degree of Navy managerial experience, program organization and administration.
- Demonstrated experience with performance reporting, contract activities, logistics, and budget management pertaining to surface ship systems is required.
- Participation and oversight of Multiple ship repair projects in the Indo-Pacific AOR
- Knowledge of: COMUSFLTFORCOM INST 4790.3, Joint Fleet Maintenance Manual (JFMM)
- Excellent verbal and written communication skills and ability to establish and maintain productive working relationships.
- Proven communications skills, ability to work with Senior Leadership in these activities, and ability to provide clear, concise briefings and reports.
- Ten or more years of leadership experience; experience as a maintenance, repair and overhaul expert in the Pacific Region preferred.
