We’re seeking a Quality Auditor to support rail and bus transit infrastructure programs with an emphasis on quality systems for Rail signaling, communications, and infrastructure delivered through both traditional and alternative methods. This position will support quality initiatives focused on signaling and communications infrastructure, ensuring strict adherence to the client’s Quality Management System Plan (QMSP).

Quality Auditors play critical roles in ensuring that construction projects meet all required quality standards, specifications, and regulatory requirements. This position is typically part of the Office of Quality Assurance, Internal Compliance, and Oversight (QICO) and aligns with the agency’sQuality Management System Plan (QMSP).

This will be a long-term, full-time, on-site position in the greater Washington DC metro area.

Responsibilities may include, but are not limited to, the following:

  • Monitor construction activities to ensure compliance with design specifications, contract requirements, and regulatory standards.
  • Verify that materials, workmanship, and construction methods meet the client’s quality expectations and industry best practices.
  • Conduct field inspections and witness testing of construction work, including structural, electrical, mechanical, and civil components.
  • Review and validate test results, inspection reports, and non-conformance reports submitted by contractors or consultants.
  • Maintain detailed records of inspections, findings, and corrective actions.
  • Prepare audit reports summarizing observations, deficiencies, and recommendations for improvement.
  • Ensure that all documentation aligns with client’s QMS and is properly archived.
  • Identify and report quality risks or deviations from approved plans and specifications.
  • Work with project teams and contractors to implement corrective and preventive actions.
  • Support internal and external audits related to construction quality.
  • Collaborate with project managers, construction managers, design engineers, and contractors to resolve quality issues.
  • Participate in pre-construction meetings, progress reviews, and quality briefings.

Minimum Qualifications

  • Bachelor’s degree in civil engineering, quality, construction management, or a related field, or an equivalent combination of education and experience.
  • 5+ years of professional experience in QA/QC for large (>$500M), complex, heavy-civil infrastructure projects.
  • Experience leading quality assurance audits.
  • Expertise with ISO 9001:2015 and industry standard QA/QC practices.
  • Experience with construction drawings and codes (e.g., IBC, ASTM, ACI, ASME).
  • Proven experience coordinating with a project management team and providing appropriate levels of support, coaching, and influence.
  • Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, Excel, PowerPoint, etc.).

Preferred Qualifications

  • Bachelor’s degree in civil engineering, quality, or construction management.
  • Active ASQ CQE or CQA certification.
  • Active Six Sigma Black or Green Belt certification.
  • Experience with large (>$500M), complex, heavy-civil infrastructure projects that include highways, roads, bridges, transit (including rail and bus), and/or airport projects.
  • Experience delivering projects through both traditional and alternative methods (e.g., DB, CM/GC, P3).
  • Experience in quality roles supporting owners.
  • Experience managing, coaching, guiding, and assisting technical and administrative staff.
