Software Engineer, Senior Developer
GovCIO is seeking a highly experienced Senior IBM Datacap Technical Architect / Hands-On Subject Matter Expert (SME) to provide technical leadership, application development, architecture assessment, production troubleshooting, and ongoing engineering support for an enterprise IBM Datacap environment integrated with IBM File Net Content Manager and other enterprise systems.
This position requires deep, hands-on expertise with IBM Datacap 9.x, including Rule Runner, Taskmaster/TMS, Web Taskmaster (WTM), NScan, Datacap Studio, application rulesets, custom actions, document processing, database connectivity, and File Net integration.
The successful candidate must be capable of independently diagnosing complex, cross-platform production issues, identifying underlying root causes, implementing corrective solutions, and improving application reliability, performance, scalability, and maintainability.
This is not a primarily advisory, management, or general administration role. The individual must be an experienced technical architect who remains actively involved in application configuration, development, troubleshooting, scripting, technical testing, and production incident resolution.
The role requires sufficient cross-stack expertise to collaborate effectively with Oracle DBAs, Windows/infrastructure engineers, File Net administrators, security teams, application developers, and IBM Support.
Responsibilities- Serve as the senior technical authority for IBM Datacap architecture, application design, configuration, development, integration, and operational reliability.
- Assess existing Datacap implementations to identify design weaknesses, configuration issues, processing bottlenecks, and opportunities to improve resiliency and maintainability.
- Design, configure, and troubleshoot distributed Datacap environments, including Rule Runner, Taskmaster/TMS, WTM, Datacap Server, and associated components.
- Evaluate server-role separation, component dependencies, service configuration, high availability, fault isolation, and recovery mechanisms.
- Assess CPU, memory, disk I/O, network, database connections, Rule Runner threads, and concurrent processing capacity.
- Establish workload-based performance baselines, capacity recommendations, and scalability improvements.
- Provide technical direction, engineering standards, and mentoring while remaining directly responsible for hands‑on technical work.
- Design, develop, maintain, and troubleshoot Datacap applications, workflows, rulesets, scripts, custom actions, and processing logic.
- Support the complete document-processing lifecycle, including scanning/upload, NScan, document conversion, image enhancement, OCR/ICR, PageID, document identification, classification, splitting, indexing, verification, export, and downstream integration.
- Develop and troubleshoot custom actions using C#, , VBScript, JavaScript, SQL, and applicable Datacap development tools.
- Investigate document conversion failures, unsupported or problematic file formats, PDF/TIFF processing, barcode recognition, document splitting, and missing or corrupted processing artifacts.
- Troubleshoot NScan preview, image rendering, document navigation, indexing, and verification behavior.
- Implement appropriate validation, exception handling, error logging, recovery, and processing safeguards.
- Ensure failed processing steps are appropriately stopped or routed for correction rather than allowing incomplete or invalid documents to continue downstream.
- Diagnose recurring processing failures involving Rule Runner, Taskmaster/TMS, WTM, and related Datacap services.
- Investigate pending, running, stalled, aborted, and partially completed batches to determine the actual failure point.
- Troubleshoot Rule Runner thread configuration, task assignments, resource utilization, workflow execution, and processing bottlenecks.
- Analyze intermittent service instability, hung processing threads, unexpected service termination, and processing failures following restarts.
- Evaluate batch recovery, retry behavior, restart sequencing, and the ability to resume processing without data loss, duplication, or inconsistent states.
- Correlate batch-level, thread-level, application, Windows, database, and infrastructure evidence to isolate root causes.
- Implement permanent corrective actions rather than relying primarily on service restarts or temporary operational workarounds.
