Location: Little Boston

This position is permanent full-time with the incumbent to work on a variety of assignments related to engineering aspects of habitat restoration, fish passage and floodplain analysis. Responsible for designing and implementing projects related to the rehabilitation, protection, and enhancement of aquatic and riparian habitat, within and adjacent to the waters of the Coeur d’Alene Indian Reservation. Engineer-in-training candidates are encouraged to apply.

Work performed will be under the direct supervision of a licensed engineer, but also will be coordinated with other Fish and Wildlife staff biologists that oversee the implementation of management actions in targeted watersheds. The incumbent will be expected to make measured progress toward professional licensure during their employment. Some latitude for independent judgement and action related to the program objectives shall be provided to the incumbent once comfort is gained with expertise and program familiarity.

  • Must have strong collaborative skills and the ability to adaptively manage schedules and project implementation as new information is gathered that informs the Program’s objectives for native fish recovery. Must be culturally sensitive to a diverse customer population and able to interact tactfully and positively with Tribal members and all levels of Tribal staff and management. The incumbent should be familiar with the five core values of the Tribe and how those core values are expressed within the actions of the Program and the duties of this position.

    Must show the highest level of professional standards and promote a positive image of the Tribe and its administration at all times. Successful applicant will perform other duties as assigned to promote the efficiency and effectiveness of the Natural Resource Department.
Summary of Duties and Responsibilities
  • Complete all engineering requirements needed to support project designs and specifications for restoration work, including in-stream habitat projects, wetland construction/restoration, and road rehabilitation.
  • Collect physical habitat data at project sites for use in project designs.
  • Prepare contracts and cost estimates for construction, operation and maintenance of habitat restoration/enhancement projects.
  • Secure landowner agreements and required permits for construction of projects.
  • Communicate plans to Tribal government, affected landowners, and government agencies.
  • Implement and oversee site work on wetland, road, and stream restoration projects using Tribal staff or hired contractors, as appropriate.
  • Assist with project reporting and grant writing as necessary.
  • Participate in program outreach efforts.
  • Perform other duties as assigned.
Minimum Qualifying

Education and Experience
  • Master of Science (M.S.) degree in water resources engineering from an accredited college (preferred).

OR

  • Bachelor of Science (B.S.) degree in civil or environmental engineering, and 1+ years of engineering experience, with emphasis on engineering aspects of aquatic habitat restoration.
  • Certification as an Engineer-in-Training in Idaho or the ability to obtain this certification within 6 months of hire.
Knowledge, Skills, and Abilities
  • Extensive knowledge of engineering principles and methods; design theory and techniques; advanced engineering mathematics and computations.
  • Extensive knowledge of aquatic habitat restoration principles and applications.
  • Knowledge of fish behavior and passage requirements.
  • Knowledge of hydraulic and hydrologic modeling of riverine systems including experience with HEC‑RAS and HY‑8.
  • Proficient in the use of a variety of computer software applications and equipment, including:
    Civil 3D, Arc Pro, and GIS survey equipment.
  • Familiarity with project cost estimation, plan and specification design, contract administration, construction oversight and project inspection.
  • Knowledge of regulatory processes including federal, state, and local permitting requirements for aquatic restoration projects.
  • Excellent organizational and communication skills (written and oral).
  • Must have a current driver’s license.
  • Ability to work with a diverse team and in remote locations.
