Event Manager / Planner

The Recreation & Tourism Manager is responsible for planning, coordinating, and implementing recreation, tourism, and community event programs that enhance the quality of life for residents and support the community’s tourism-based economy. This position manages recreation operations and programming, coordinates with key community partners and regional agencies, and leads major capital initiatives, including the development of a new community center, regional library, and indoor pool.
The position reports directly to the City Administrator and serves as staff liaison to multiple community boards, agencies, and associations.
Essential Job Functions
- Serve as project lead for development of a new Community Center, Regional Library, and Indoor Pool project, coordinating consultants, community outreach, and funding strategies.
- Plan for and coordinate the transition to an indoor aquatic facility as part of the new community center project.
- Coordinate activities of the Upper Valley Parks and Recreation Service Area (PRSA) Board, including agenda preparation, meeting facilitation, and implementation of Board directives.
- Lead efforts to establish a voter-approved Public Facilities District (PFD) to finance the project.
- Partner with community organizations, including the Upper Valley Aquatic Boosters, to support fundraising, grant development, and voter education related to the project.
- Facilitate community discussions to expand the Parks and Recreation Service Area (PRSA) boundary to include more of the Cascade School District area.
- Oversee operation of the City’s outdoor pool, including hiring, training, and supervision of seasonal staff; budget management; and ensuring compliance with safety and health standards.
- Direct, coordinate, and review the work plan for assigned services and programs; recommend improvements and implement improvements as approved.
- Provide administrative support for boards and committees, as directed by the City Administrator, including preparing meeting materials and tracking follow-up actions.
- Answer questions and provide information to stakeholders appropriately.
- Serve as the City’s liaison to local and regional tourism stakeholders to balance tourism promotion with community livability and sustainability.
- Work closely with the Leavenworth Chamber of Commerce, Autumn Leaf Festival Association, and other organizations on event planning, permitting, and logistics for festivals and community gatherings.
- Coordinate with Chelan County staff and regional stakeholders on river recreation management along the Wenatchee River, ensuring public safety, environmental protection, and user satisfaction.
- Build consensus among diverse stakeholder groups, balancing the needs of residents, visitors, and business interests.
- Represent the department to public and private groups, organizations, and other City groups; answer questions and provide information to City staff and the public regarding City policies and procedures.
- This position works in both an office and outdoor environment, with occasional evening and weekend hours required for public meetings, community events, and seasonal operations.

Qualifications Requirements
- High School Diploma or GED equivalent.
- Bachelor’s degree in Recreation Management, Public Administration, Tourism Management, or a closely related field.
- Minimum of five (5) years of progressively responsible experience in recreation, tourism, or community program administration, including project or staff management and/or any combination of education and experience that would provide the applicant with the desired skills, knowledge, and ability required to perform the duties associated with the position.
