Position Summary

Washington Township School District is seeking an experienced, proactive, and highly organized Business Administrator/Board Secretary to lead all aspects of the district's business office operations. This position serves as the chief financial and operational officer for the district, responsible for comprehensive management of financial affairs, budgeting, purchasing, payroll, facilities, transportation, food services, and all business-related functions. The Business Administrator ensures compliance with New Jersey state laws, Board policies, and district procedures while maintaining the fiscal integrity necessary to support the district's educational mission.

This position requires exceptional multitasking abilities and strong leadership skills to manage diverse and concurrent responsibilities across all business office functions.

Primary Responsibilities

The Business Administrator/Board Secretary will direct and manage all aspects of Business Office operations, including but not limited to:

Financial Management & Budgeting
  • Develop, prepare, and present the annual district budget in compliance with state regulations and Board directives
  • Manage all aspects of the district's financial operations including cash flow, investments, and fiscal planning
  • Prepare all bank reconciliations and monthly Treasurer Reports
  • Prepare all journal entries and maintain accurate financial records
  • Complete Chapter 44 Reporting and other state‑mandated financial reports
  • Prepare schedules for the Annual Comprehensive Financial Report
  • Oversee and maintain the district's accounting system to ensure accuracy and compliance
  • Monitor and analyze budget performance, providing regular reports and recommendations to the Superintendent and Board of Education
Payroll & Benefits Administration
  • Direct all payroll operations, ensuring accurate and timely preparation and reconciliation of payroll in compliance with auditing standards, tax regulations, and employee benefit plans administration
  • Oversee administration of health benefits, pension contributions, and all employee benefit programs
  • Manage payroll processing using R&L Data system
  • Oversee ACA Reporting and compliance
Grant Management
  • Manage all federal and state grant applications, allocations, and compliance requirements
  • Direct extensive grant operations including but not limited to ESEA, IDEA, Extraordinary Aid, and Preschool Aid
  • Submit Federal and State Grant Reimbursement Requests and Final Expenditure Reports
  • Ensure compliance with all grant regulations and maximize available funding opportunities
Purchasing & Procurement
  • Oversee all district purchasing activities and vendor relationships
  • Manage budgeting and requisition processes using CDK system
  • Develop and coordinate requests for proposals including competitive contracting, extraordinary unspecified services, and professional services
  • Update and maintain Business Office Purchasing Manual and Standard Operating Procedures Manual
  • Ensure compliance with New Jersey public school contracting laws and regulations
Audit & Compliance
  • Direct the annual audit process including preparation and inputting of the Audsum
  • Serve as primary liaison during the annual audit, coordinating with auditors and ensuring all financial documentation and controls are accurate, complete, and up to date
  • Lead preparation for QSAC monitoring and ensure ongoing compliance
  • Manage collection and reconciliation of tuition fees, grants, and other revenues payable to the district
Food Services Program
  • Oversee administration and operational support of the district's food services program
  • Ensure compliance with federal and state nutrition regulations and district policies
  • Conduct Administrative and Procurement Reviews for the Food Service Fund
  • Review and approve contracted food services invoices
