Basic Functions

This non‑exempt position is multi‑faceted and requires a highly independent, self‑motivated individual with overall responsibility for providing services to children and families, including pregnant mothers, in accordance with Head Start Program Performance Standards (HSPPS) and Part B and C of the Individuals with Disabilities Education Act (IDEA). The service population includes families of perinatal to five years old. The role requires heavy fieldwork in reaching out to families and community partners with extensive record‑keeping, tracking, reporting, referrals, and follow‑up required.

Minimum Qualifications

Education and Training:

  • Requires a Bachelor of Arts degree in Social Work or a closely related discipline (early childhood education preferred) and one‑year (12 months) work experience in the human services area or early childhood education; or
  • AA degree with an emphasis in Social Work and thirty‑six (36) months experience in a human services area (early childhood education preferred); or
  • Five (5) years of successful work experience in a human services field (early childhood education preferred) with a minimum of a credential and certification in social work, human services, family services, counseling, or a related field within eighteen months of hire; or
  • Possible Trainee Position.

Additional Requirements:

  • Employee Training Plan would need to be completed CCT Salary Policy and Salary Appendix A, Resolution 2015‑153.
  • Must not have any conviction of a gross misdemeanor or felony.
  • Must possess a Washington State Driver’s license and be able to obtain a CCT‑Tribal license within 2 weeks of employment.
Knowledge, Skills, and Abilities
  • Must maintain strict confidentiality with program information and sign an oath of confidentiality.
  • Knowledgeable and experienced in coordinating tribal, local, county, and state resources available to families and children within the service area.
  • Knowledge of laws and regulations that apply to families and children, preferably in the birth to five populations.
  • Experience communicating with families to complete family goals, providing community resources, and advocating for family needs.
  • Ability to coordinate completion of child health screenings by coordinating Well Child clinics and recruiting, identifying, screening, and following up on children birth to five.
  • Proficiency in using a computer on a daily basis for all aspects of job responsibilities.
  • Knowledge and experience in perinatal to three and Head Start functions such as service coordination, family and community partnerships, screening, referrals, and parent rights and responsibilities as it pertains to Head Start and children with disabilities.
  • Records management skills to maintain a comprehensive system on family and child records for use in case management, service coordination, and completion of reports required by the program.
  • Highly motivated to serve children and families, possessing the ability to demonstrate nurturing qualities, patience, genuine empathy, calmness in emergency situations, and excellent interpersonal and communication skills.

Note:

Pursuant to Tribal Policy, if this position is safety‑sensitive it is subject to pre‑employment drug testing. In addition, this position is subject to reasonable suspicion and post‑accident drug testing.

Preferences

Tribal member and Indian preference will apply; preference will also be given to honorably discharged veterans who are minimally qualified.

Requirements for a valid Washington State driver’s license and eligibility for the Tribes’ Vehicle Insurance are necessary. The position may be subject to pre‑employment background clearances. If applicable, these clearances must be maintained throughout employment.
