Senior Compliance Manager

Waterbury Hospital

Position Summary

Reports to the Chief Compliance and Privacy Officer. Serves as manager for the compliance and privacy program across Eastern Connecticut Health Network and Waterbury Health, including education, training, policies, investigation, auditing, and reporting. Coordinates compliance-related activities and projects, serving as a role model for ethical behavior and promoting awareness of ethical principles consistent with the organization’s mission, vision, values, and federal and state law.

Education

& Certification
  • Required:

    Bachelor’s Degree.
  • Certified in Healthcare Compliance within 12 months of hire.
  • Desirable:
    Advanced license or certification (MBA, MHA, CPA, CIA, JD).
  • Professional certification in privacy.
Experience
  • Minimum five years of healthcare experience in a compliance, legal or related operational role at a hospital or medical group.
  • Knowledge of healthcare compliance programs and guidance, healthcare reimbursement (coding and billing practices), privacy, security, fraud and abuse regulations.

  • Demonstrated leadership skill; experienced and comfortable working in a collaborative and consensus-building environment; ability to work with diverse constituents internally and externally; ability to achieve results in a matrix organization; strong interpersonal and diplomacy skills.

  • Demonstrate independent and creative thinking, high level of self-motivation, team orientation, professionalism, trustworthiness, and respect for others.
  • Possess excellent Word, Excel, PowerPoint and SharePoint skills and ability to learn new software programs.
  • Employee must possess and maintain a valid driver’s license and have access to reliable transportation to travel between multiple work sites; proof of valid driver license, current auto insurance, vehicle registration and driving record free of major violations required.
Essential Duties and Responsibilities
  • Continuously carry out the PMH/Eastern Connecticut Health Network Mission to attain excellence in the provision of healthcare services.
  • Coordinate the development and implementation of the PMH Compliance Program for ECHN under the Direction of the Chief Compliance Officer.
  • Oversee day‑to‑day operations of the compliance department and activities, including Compliance Committee meetings.
  • Assist with development, implementation, and training of the ECHN workforce on various compliance, privacy and ethics topics.
  • Promptly investigate and resolve potential and actual compliance and privacy issues; document all issues in the compliance database; prepare periodic reports.
  • Ensure compliance reports are prepared accurately and timely for review by management and/or board members.
  • Coordinate with Administration, Finance, Legal, Business Development, Research, IT, Human Resources and other departments to ensure day‑to‑day compliance with the PMH Compliance Program, ECHN policies, procedures, and applicable laws and regulations.
  • Ensure all workforce members are screened prior to hire and monthly thereafter to identify individuals convicted of a federal health care offense or excluded from participation in federal or state programs; remove such individuals as necessary.
  • Coordinate and implement a system for reporting conflicts of interest and investigate and resolve such conflicts.
  • Oversee monitoring and review procedures related to detecting potential non‑compliance.
  • Research, investigate and monitor federal and state regulations and determine how those regulations impact the organization; serve as a resource to operational staff regarding those regulations.
