This vital role acts as the primary operational engine for our Central Office, managing complex financial portfolios, assisting in talent administration, and serving as a system expert for our complex time reporting system.

The Impact You Will Make

  • Supervise and Mentor:
Lead a dedicated team of three fiscal professionals, providing guidance, oversight, and professional evaluation.
  • Budget Oversight:
Direct the development, monitoring, and structural health of budgets for 10 Probation & Parole field sites and two satellite offices.

Serve as the Central Office point of contact for recruitment, managing the execution, review, and administration of all personnel transactions.
  • Statewide Liaison:
Partner with field site and facility administrators across the state to guide hiring workflows, maintain confidential records, and ensure policy compliance.
  • Workforce Initiatives:
Manage departmental organizational charts and spearhead high-value HR initiatives, including the coordination of DOC merit bonuses and the Accelerated Step Program.

Gateway Systems & Security Control

  • System Expert:
Act as the department's ultimate VTHR Lead Time and Labor Delegate & Security Administrator, managing payroll adjustments and assigning critical security access roles across the DOC network.
  • Operational Control:
Serve as the Lead User Account Requestor (UAR) for all IT access, orchestrating highly coordinated onboarding and offboarding workflows (including equipment setups, facility access, and internal security checks).
  • Culture Builder:
Influence department culture by contributing to special projects, standardizing onboarding policies, and serving on the Rewards & Recognition Committee.

We are looking for a decisive problem-solver with excellent communication skills and a passion for public service operations. The ideal candidate possesses:

  • System Expertise:
Advanced proficiency in core state HR and financial systems, specifically VTHR and VISION.
  • Proven Leadership:
Experience supervising personnel, delegating critical workflows, and managing decentralized, multi-site budgets.
