Under supervision by the HR Director, and in close collaboration with management personnel, this role manages the agency’s internal and external talent pipeline to meet staffing needs. The HR Specialist performs a wide range of human resources functions related to recruitment, onboarding, offboarding, training and development, compensation, employee relations, and other areas of HR. The HR Specialist shares responsibility for managing the HR and agency reception and performs other duties as assigned.
Responsibilitiesand Duties Recruitment and Onboarding/Offboarding
- In collaboration with hiring managers, lead the agency recruitment process for all programs to ensure that positions are filled in a timely manner by highly-qualified candidates. Advertise job postings, screen applications, prepare interview materials, schedule interviews, facilitate interview panels, communicate with applicants, conduct criminal background checks and reference checks, support staff participating in the selection process, and maintain accurate, confidential physical & electronic records and mandatory reporting logs related to each recruitment.
Ensure fair hiring guidelines are followed to support agency diversity initiatives. - Manage employee and volunteer onboarding/offboarding process to ensure a supported and positive customer experience. This includes working with the supervisor and/or program director to communicate start date, secure building key(s) through the contracts and facilities department, set up email account, and conduct new-hire orientations. Conduct exit interviews, communicate with employee and payroll regarding final pay, collect keys and equipment, and provide resources to departing employees.
Management
- Support managers with agency performance evaluation process.
- Work with managers to proactively identify staff training needs and to plan and execute individual, program, and agency-wide training opportunities.
- Support HR director on compensation projects and processes.
- Manage assignment and tracking of regular, agency-wide training, such as harassment prevention training.
- Assist employees to interpret and implement personnel policies and union contracts, and facilitate communication between employees and management.
- Support HR Director and supervisors in employee relations work, including providing support on related staff development, training and disciplinary actions as needed.
- Share in a rotation to staff and manage the agency reception, performing all reception tasks as needed. Ensure that the reception is organized and free of clutter, equipment is maintained in working order, and office supplies are stocked. Sort daily mail and coordinate package delivery.
- Support HR Director to administer drug and alcohol policy and testing program.
- Translate materials between English and Spanish (biliterate preferred).
- Use a variety of standard office equipment, such as typewriter, calculator, postage meter, computerized telephone, and copy reproduction equipment.
- Prepare a variety of periodic and special reports using information from a variety of sources.
- Maintain accurate records and file materials according to an established filing system.
- Maintain confidentiality when dealing with sensitive agency documents and/or information and uphold and follow established policies on confidentiality, program integrity, computer security, and conflict of interest.
- Develop and maintain effective working relationships with other agency staff members, and with representatives of outside organizations, including governmental and community organizations, and others in regular contact with the agency.
- Communicate effectively and respectfully with diverse racial, ethnic and cultural groups and from different backgrounds and lifestyles; and demonstrate knowledge of and sensitivity to their needs. Required to keep information in the HR Department as highly confidential.

Other Job Details- This is an FLSA non‑exempt confidential position.
- This position is eligible for a $.40/$.10 per hour bilingual/biliterate differential upon passing the tests through the HR department.
- Hours of work are typically 9AM‑5PM, Monday‑Friday (but may vary depending on the needs of the programs).
