Job Title: Program Director

FLSA Status: Exempt

Reports to: Deputy Director

Effective Date:

Pay Rate: $70,000-$75,000 per year ($ per hour)

Hours: 40-45 per week (flexible to achieve program objectives)

SUMMARY DESCRIPTION OF POSITION

This position oversees, coordinates, implements and evaluates daily program operations, special projects/activities, service delivery, grant reporting requirements, service units, outreach and education and compliance of the Non-Residential Programs (to include hotline, counseling services, advocacy, housing assistance, violence prevention, post shelter follow-up, program staff and volunteers for victims of domestic violence and sexual assault).

ESSENTIAL FUNCTIONS
  • Demonstrates expertise in the dynamics of FV, SA, Elder Abuse, Child Abuse and passes knowledge to staff.
  • Serve as on call back up for emergency and non-emergency accompaniments.
  • Participates in agency visioning, strategic planning, and implementation of programs.
  • Cooperates with funding sources conducting annual audits and monitoring.
  • Oversees the hiring decisions, training, evaluation, and discipline of all managers of service delivery staff.
  • Ensures 24-hour services coverage.
  • Evaluates, provides and initiates training and re‑training regarding documentation, delivery/tracking of services, and service delivery compliance.
  • Serves as the primary emergency contact regarding service delivery emergencies.
  • Proposes to the Deputy Director, service‑related policies and procedures that are within the philosophy and mission of the agency.
  • Executes the oversight of programs and services within the annual budget and make adjustments as needed.
  • Must be knowledgeable and comply with the Fiscal Management Policies and Procedures to approve purchase requests as applicable by agency standards.
  • Provide crisis intervention and assist victims via 24‑hour crisis hotline.
  • Approve financial assistance applications for survivors of domestic and sexual abuse.
RESPONSIBILITIES
  • Assists the Deputy Director in determining the annual budget for program services specifically.
  • Oversees timely submission of program grant reports as directed by the compliance department.
  • Reports program components to board members and community stakeholders as needed.
  • Communicates emergency/critical situations to the Deputy Director in an expedient manner.
  • Oversees service files to assess documentation to maintain orderly and complete client records. This includes training and re‑training, random monitoring and ongoing evaluation of effectiveness of forms.
  • Assist with responses to record subpoenas.
  • Participate in agency fundraising activities as requested.
  • Assist and participate in volunteer training sessions and in‑service/workshops as needed.
  • Attend and actively participate with inter‑agency coalitions and networking groups as assigned.
  • Actively participate in supervisors and combined staff meetings.
  • Demonstrate leadership to include the hiring of management staff.
  • Maintain knowledge of overall agency objectives, activities and client assistance resources.
  • Represent the agency in community awareness and speaking activities.
  • Other duties as assigned.
SUPERVISION
  • Non‑residential program managers and direct care staff in the absence of a manager
REQUIREMENTS/QUALIFICATIONS
  • 4‑year degree with 4 years related administrative experience or a minimum of 8 years strong experience in a related environment with demonstrated effectiveness.
  • Organize and prioritize multiple and changing workload. Maintain attention to detail.
  • Communicate openly and clearly, both orally and in writing, modeling leadership and teamwork; make logical decisions that are reflective of the philosophy, mission, and management style of the agency and that benefit the shelter and/or the agency as a whole.
  • Ability to work with a diverse group of individuals.
  • Organizational capability and leadership qualities.
  • Sensitivity and knowledge about the issues of family violence and its impact on women and children; understanding of residential and non‑residential programs.
  • Ability to lift/carry/move a minimum of 40 lbs. for an extended distance.
