Job Title: Housing Case Manager A

FLSA Status: Non-Exempt

Department: Client Services Program

Reports To: Housing Manager

Effective Date: 3/30/2020

Pay Rate: $21.63 per hour / $45,000 per year

Position Overview

40‑hour weekly minimum, with flexibility to achieve program objectives. Work schedule includes Monday, Tuesday, Thursday 8 am–5:30 pm;
Friday 8 am–3 pm;
Wednesday 12:00 pm–8:30 pm.

Summary Description of Position

Provide housing case management assistance to non‑residential program participants who have fled domestic violence or sexual assault environments. Work both in office and at participants’ homes after shelter exit. Encourage participation in BATP's after‑care support groups, assist with transportation, evaluate family needs, and connect them to resources (clothing, furniture, food, etc.).

Essential Functions
  • Conduct casework with housing participants including goal setting, education, personal financial planning, and referrals to BATP’s victim advocacy program.
  • Assist parents and children with healthy development.
  • Inquire and report allegations of child or elder abuse to CPS or APS.
  • Oversee transportation needs and reimbursement process for travel to services.
  • Maintain knowledge of community resources.
  • Provide structured activities for children while mothers attend follow‑up services.
  • Complete HUD‑regulated inspections as needed.
  • Prepare and submit monthly purchase requests for rental and/or utility assistance.
  • Partner with apartment managers and landlords to secure safe, sanitary, and secure living arrangements.
  • Make periodic Landlord/Leasing Office calls to ensure ongoing occupancy and address tenant concerns.
  • Maintain participant records with strict confidentiality.
  • Provide on‑site emergency victim accompaniment from hospitals and police stations, including assessments and intake paperwork.
  • Prepare participant files and database for internal and external monitoring.
  • Resolve complaints via grievance process.
  • Serve as backup to the Housing Specialist.
  • Enforce program guidelines when not being followed.
Responsibilities
  • Apply knowledge of grant objectives and goals.
  • Prepare reports as requested.
  • Oversee program needs and recommend improvements.
  • Participate in agency fund‑raisers, community awareness, and speaking activities.
  • Provide victim information to former shelter residents and refer to advocacy staff.
  • Work weekends and evenings as required.
  • Attend staff meetings.
  • Answer the agency hotline.
  • Assist with assessment services to victims.
  • Serve as on‑call emergency accompaniment staff, responding within 45 minutes.
  • Represent the agency in public presentations and professional training.
  • Develop and procure program activities, literature, and supplies; maintain playroom and information areas.
  • Facilitate job readiness classes at shelter.
  • Complete assigned chores on a quarterly rotation schedule.
  • Maintain bi‑weekly timesheets and monthly mileage tracking.
  • Perform other duties as assigned.
Supervision
  • Oversee volunteers working with follow‑up services.
  • Demonstrate leadership, communication, and problem‑solving skills to encourage residents’ positive change.
  • Make independent decisions benefiting participants and the agency.
  • Communicate service needs to the supervisor.
  • Assist in problem solving.
  • Provide weekly progress notes to the supervisor.
Required Skills / Qualifications
  • Some college courses with related experience; 2‑year degree in a related field and 4 years’ experience;
  • 4‑year degree with 2 years of experience; or a master’s degree with 1 year of experience.
  • Teamwork mindset.
  • Sensitivity and knowledge regarding family violence and sexual assault issues and their impact on women and children.
  • Ability to remain calm in crisis situations.
  • Understanding of residential programs and dynamics of communal living.
  • Willingness to work when required.
  • Ability to lift/carry/move a minimum of 40 lb. over an extended distance.
  • Own transportation and a clean, insurable driving record.
  • Valid personal automobile insurance.
  • At least 2 years of verifiable driving experience.
