Organisational Development Officer

Welwyn Hatfield Borough Council

Pay range: £41,992 to £45,089 (annual increments). 37 hours per week, hybrid.

Role Overview

In this role, you’ll lead on our new Learning & Development Strategy; create a leadership programme, introduce a coaching faculty, and provide our workforce with the skills and tools needed to succeed in their current roles and prepare them for new responsibilities across the council and in local government reorganisation.

Key Responsibilities
  • Create and implement the Learning & Development strategy.
  • Lead the design, delivery and evaluation of face‑to‑face and online training.
  • Manage the e‑learning system and commission training to meet compliance requirements.
  • Develop and maintain the training matrix, delivering training within budget.
  • Coach, mentor and support staff to enable them to take on new responsibilities.
  • Build strong relationships with managers and training providers for an excellent delegate experience.
  • Process information accurately, adapt to changing priorities and deliver projects on time.
Qualifications & Experience
  • CIPD Level 5 or equivalent adult training qualification.
  • Proven experience in designing, delivering and evaluating training.
  • Strong organisational and project‑management skills.
  • Excellent communication and relationship‑building abilities.
  • Ability to work independently as subject‑matter expert in a small HR team.
  • Coaching and mentoring skills; creative solution design.
  • Experience working in local government is an advantage.
