Community Development Planner

Washington County, located in West Bend, Wisconsin has an excellent opportunity for a full time Community Development Planner with our Community Development Department. This position will be responsible for the development, coordination, execution, management and evaluation of the County Brownfields Redevelopment Program, enforcement of Land Division County Code Ch. 257 and development of long-range land use planning. This position may also assist with Our Great Community Campaign Initiatives.

This position will collaborate with coalition partners and other key stakeholders assisting in the implementation of innovative brownfield redevelopment strategies throughout Washington County. This position will work collaboratively with County staff, local government partners and other stakeholders across all disciplines to create successful program outcomes.

Salary and Benefits

Starting salary: $72,240.99 - $96,058.55, based on experience.

Duties/Responsibilities
  • Working collaboratively with various County staff, local municipal coalition partners, economic development partners, the Site Redevelopment Committee, consultants and other key stakeholders in coordinating and implementing the innovative County Brownfields Redevelopment Program.
  • Serves as project manager of multiple Brownfields Redevelopment Program funding sources including budget preparation, project tracking, reviewing invoices, grant writing and administration, preparing required quarterly and annual reports, managing consultant contracts, public engagement outreach and staff support to the Site Redevelopment Committee.
  • Assist in preparing and/or reviewing redevelopment agreements, contracts, and request for proposals for the County Brownfields Redevelopment Program.
  • Serves as project manager in overseeing the successful implementation of assigned projects.
  • Works with developers and local governments to implement and enforce the County Land Division Code Chapter 257.
  • Perform advanced professional research, planning and analysis for long-range land use planning projects and prepare reports and studies including the compilation and analysis of demographic, land use, social, economic, housing, transportation and other related data.
  • Monitor and analyze legislation related to land use and brownfield redevelopment policy at local, state and federal levels. Evaluate their impact on the County Brownfields Redevelopment Program and long-range planning. Interpret and apply local, state and federal laws and administrative rules as necessary for project review and completion.
  • Conduct grant writing and administration including assisting with the management of state and federally funded grants; reviewing activity recommendations and requests for funding; ensuring projects meet eligibility requirements; and performing required reporting and critical reviews of grant implementation.
  • Prepares strategic plans, studies, ArcGIS maps, infographics, and written reports on a variety of projects providing program information to the general public, coalition partners, local governments, committees, community groups, and other related professionals through media, social media, meetings and presentations, attending evening meetings as needed.
