Community Development Planner
Washington County, located in West Bend, Wisconsin, invites applications for a full‑time Community Development Planner in its Community Development Department. The role focuses on the development, coordination, execution, management, and evaluation of the County Brownfields Redevelopment Program, enforcement of the County Land Division Code Ch. 257, and the creation of long‑range land‑use plans. The position may also support Our Great Community Campaign Initiatives and collaborate with coalition partners, stakeholders, and local government partners to implement innovative brownfield redevelopment strategies.

- Work collaboratively with County staff, local municipal coalition partners, economic development partners, the Site Redevelopment Committee, consultants, and other stakeholders to coordinate and implement the County Brownfields Redevelopment Program.
- Serve as project manager for multiple Brownfields Redevelopment Program funding sources, including budget preparation, project tracking, invoice review, grant writing and administration, quarterly and annual reporting, consultant contract management, public outreach, and support for the Site Redevelopment Committee.
- Assist in preparing and reviewing redevelopment agreements, contracts, and requests for proposals for the program.
- Manage the successful implementation of assigned projects.
- Work with developers and local governments to implement and enforce the County Land Division Code Chapter 257.
- Conduct advanced professional research, planning, and analysis for long‑range land‑use planning projects; prepare reports and studies, including demographic, social, economic, housing, transportation, and related data analysis.
- Monitor and analyze legislation related to land use and brownfield redevelopment at local, state, and federal levels, evaluating impacts on the program and long‑range planning, and applying relevant laws and rules.
- Execute grant writing and administration, assisting with state and federal grant management, ensuring project eligibility, and completing required reporting and reviews.
- Prepare strategic plans, studies, ArcGIS maps, infographics, and written reports for a variety of projects; disseminate information to the public, coalition partners, local governments, committees, community groups, and other professionals via media, social media, meetings, and presentations.
- Write long‑range land‑use plans and updates for the Multi‑Jurisdictional Comprehensive Plan, Park and Open Space Plan, Farmland Preservation Plan, Bike and Trail Network Plan, Land and Water Resources Management Plan, etc.; facilitate public participation events and surveys, engage advisory committees, and present findings to official committees and local governments.
- Support the Community Development Director in implementing the Our Great Community Campaign Initiatives, including Next Generation Housing, Social Capital, and Workforce Education.
- Review proposed subdivision plats and other development proposals for compliance with the County Multi‑Jurisdictional Comprehensive Plan and other long‑range plans.
- Provide staff support and coordination to advisory committees and governmental bodies, preparing agendas, minutes, and committee coordination; respond to questions as needed.
- Assist with land‑use permits, park permits, and other programming needs as requested.
- Perform additional duties as assigned, including emergency response.
- Understanding of county government programs and functions.
