WATER RESOURCE SPECIALIST

Water Resource Specialist. Washington County, located in West Bend, Wisconsin currently has an exciting new opportunity in the Land Resources Division for a Water Resource Specialist. The Water Resource Specialist will create and lead programs that educate citizens on how to care for and property manage the land and water resources of the County. This position will directly provide support for customers navigating the County's surface and groundwater regulations, promote the use of technology and provide excellent customer service, problem solving and analytical skills.

The position also oversees and conducts permit work and field investigation to evaluate conformity with County and State standards.

Hourly Pay Range:

• Ability to learn and navigate County Code Chapter 275 Shoreland, Wetland and Floodplain Zoning and Chapter 190 Private On-Site Wastewater Treatment Systems.
• A valid Driver's license.

• Bachelor's degree in Physical Science, Natural Resources, Soils, Engineering, Business, Environmental Studies, Planning or related field and five years' work experience interacting with customers, or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
• Possession of State CST Soil Tester License and POWTS Inspector credential from the Department of Safety and Professional Services.
• State registration as a Professional Soil Scientist, Designer or other related State Certifications.

• Develops customer-facing material and propaganda that educates and informs citizens how to care for and properly manage the land and water resources in Washington County.
• Offers assistance and support for customers navigating County Code Chapter 190 Private On-Site Wastewater Treatment Systems, and Chapter 275 Shoreland, Wetland and Floodplain Zoning.
• Assists with the creation of Lake Management Plans and applying for grants related to lake management practices and recreation.
• Serves as the liaison to the County's Board of Adjustment.
• Reviews and inspects permit applications for shoreland/wetland/floodplain zoning. Conducts field inspections, on-site investigations, and issues shoreland/wetland/floodplain permits.
• Reviews, issue permits, and conducts GPS surveying and field inspections of private onsite wastewater treatment systems.
• Facilitates compliance with related State and County codes and ordinances.
• Investigates complaints of private sewage systems and shoreland/wetland/floodplain zoning. Gathers evidence, contacts owners, issues written findings, and assists customers with appropriate actions.
• Organizes and maintains database and GIS records of permit records including inspections, investigations, soil reports, violation reports, citations, POWTS maintenance tracking files.
• Reviews applications for town zoning/building permits for compliance with sanitary codes and shoreland/wetland/floodplain zoning.
• Assist the Land Use Manager with program guidance, office policies and practices related to POWTS and Shoreland, Wetland and Floodplain Zoning, and Land Use Issues.
• Works with the Land Use Manager to provide current information on code changes, including disseminating information to appropriate office personnel, other county departments and the public; helps prepare draft code revisions as needed.
• Performs other duties as assigned, including responding to emergency events.

Works under the general supervision of the Land Use Manager.

Position serves as a lead for the County's Land Use Inspector Positions.
