Social Worker – Case Manager:
Initial Assessment Unit

Washington County, located in West Bend, Wisconsin, is hiring a full‑time Social Worker (Case Manager) under the general supervision of the Family Services Supervisor. The role is focused on child protective services (CPS) initial assessment, CPS intake, and juvenile intake to meet statutory requirements under Chapters 48 and 938 of the Wisconsin State Code.

Qualifications
  • Bachelor’s or Master’s degree from an accredited university with a major in Social Work and the ability to be certified as a social worker in Wisconsin within 6 months of hire.
  • Bachelor’s or Master’s degree in a related field plus at least two years of relevant experience; priority is given to candidates experienced with children and families in child welfare, youth justice, or mental health.
  • Non‑Social Work degree holders must be willing to complete an accredited social work certificate program within three years and obtain state certification within six months of program completion.
Responsibilities
  • Conduct CPS initial assessment investigations within a 60‑day statutory timeline.
  • Interview all household members face‑to‑face to gather evidence for maltreatment and child safety determinations.
  • Complete face‑to‑face interviews and child safety assessments per WI Safety Intervention Standards.
  • Make CPS intake decisions and submit findings to the county attorney when appropriate.
  • Refer children and families to community services as needed.
  • Additional duties also include:

    • Responding to community, law enforcement, and truancy referrals for juvenile intake.
    • Determining custody and safety plans for juveniles implicated in criminal activity.
    • Preparing court documents and filing petitions with the county attorney’s office.
    • Providing day‑to‑day interaction with families, law enforcement, legal personnel, hospitals, mental health professionals, schools, and community providers.
    Decision Making
    • Make maltreatment, child safety, and custody decisions following Chapter 48 and Chapter 938 statutes.
    • Assess utility and risk at the point of access to develop safety plans or take temporary physical custody.
    Essential Knowledge and Abilities
    • In-depth knowledge of Chapter 48 Children’s Code, Chapter 938 Juvenile Justice Code, and Wisconsin CPS standards.
    • Understanding of child development, trauma, mental health, substance abuse, and socio‑economic factors affecting families.
    • Strong communication, telephone, and computer skills, with the ability to multi‑task, prioritize, and problem‑solve in crisis situations.
    • Capacity to handle hostile, fast‑paced, and potentially volatile work environments.
    • Physical, sensory, and cognitive abilities required by job demands.

    Starting Salary: $56,675.00 – $75,361.00, location based on experience.
    Current Salary Range: $60,120.00 – $79,942.00.
