Highway Foreman

Highway Department Overview

The Washington County Highway Department has two facilities – one located in West Bend and the other in Slinger. The department is currently recruiting a dedicated full‑time Highway Foreman for its Slinger shop. The Highway Department is responsible for the maintenance of approximately 515 lane miles of State Trunk Highway under the direction of the State and the maintenance and construction of approximately 390 lane miles of County Trunk Highway.

Under the general supervision of the Patrol Superintendent, the Highway Foreman serves as a working supervisor in the construction, maintenance, and repair of state and county highways, bridges and roadsides. Assigns and coordinates work among different highway crews or members of crews. Trains and guides crew members of varying levels of experience to complete jobs safely and efficiently while exercising positive communication and leadership skills.

Qualifications
  • High School Diploma or GED equivalency.
  • A minimum of six to seven years of experience in highway construction, maintenance and repair of roads, and in the operation of construction equipment (e.g., backhoe, grader).
  • Valid Wisconsin driver’s license with a clear driving record for the past three years.
  • Valid Wisconsin Commercial Driver’s License Class A (manual transmission) with air brake and "N" endorsement, or must obtain within three months of hire.
  • Ability to perform strenuous and heavy manual duties.
  • Pass a pre‑employment drug test.

Position Summary

Under the general supervision of the Patrol Superintendent, serves as a working supervisor in the construction, maintenance, and repair of state and county highways, bridges and roadsides. Assigns and coordinates work among different highway crews or members of crews.

Fundamental

Duties & Responsibilities
  • Work with, supervise, and instruct other members of the roadway maintenance, or construction crews. Typical work includes asphalt and concrete patching, bridge work, ditching, culvert or drainage structure repairs or replacements.
  • Responsible for fabrication required to perform any highway related maintenance in accordance with plans and detailed specifications; this may include forming, pouring, finishing and curing of the different types of concrete.
  • Responsible for operation of any highway maintenance equipment.
  • Orient, train, and instruct employees in proper maintenance procedures.
  • Inspect and determine repairs or adjustments to be made.
  • Check work in progress among various crews as well as completed work.
  • Instruct employees in safety practices and procedures and assure that they are followed.
  • Maintain and complete daily reports.
  • Foreman cannot hold a posted position and be foreman at the same time.
  • Manage plowing and road treatment operations for winter storms when assigned by supervisor and operate a plow truck as needed.
  • May be assigned to supervise labor crew at other highway shop in the absence of that shop's supervisor and foremen or under other unique circumstances.
Work Direction Received

Works under the general direction of the Patrol Superintendent, assigned to West Bend Shop or Slinger shop. The Foreman serves as backup for the Patrol Superintendent.

Supervision Exercised

Supervises daily work of crews.

Decision Making
