Do you have University Degree in public health engineering or a related discipline (civil / environment engineering), with an excellent technical understanding and demonstrated experience on WASH; / significant relevant years of experience at this level with International or National Agencies or NGOs ?

Key Responsibilities:

  • Management of the Hub WASH Team
    • Lead, manage, and supervise the Hub WASH team, ensuring the effective planning, coordination, implementation, and quality delivery of WASH activities.
    • Provide day-to-day technical guidance, coaching, and support to WASH staff to ensure programme objectives and quality standards are met.
    • Set individual performance objectives, conduct regular performance reviews, and support staff development through mentoring and feedback.
    • Assess staffing and capacity gaps within the Hub WASH team, develop and implement capacity-building plans, and ensure the team has the skills required to deliver programme objectives.
    • Oversee collaboration between the WASH team and implementing partners, providing guidance and support to ensure effective partnership management and quality implementation.
    • Ensure appropriate staffing levels and workforce planning within the hub to meet programme priorities and operational needs.
  • Assessment
    • Lead and ensure timely, high-quality WASH assessments in collaboration with partners and relevant stakeholders.
    • Support partners in designing assessment methodologies, tools, Terms of Reference (ToRs), data collection, analysis, and evidence-based recommendations.
    • Engage communities, local authorities, partners, and humanitarian actors to gather and validate information that informs programme design and decision-making.
    • Produce high-quality assessment reports, integrating community engagement findings, and share them with programme teams and the relevant teams to inform programme design and advocacy.
    • Regularly review the relevance and effectiveness of WASH interventions with partners, adapting programme approaches to respond to evolving needs and contextual changes.
  • WASH Programme Design and Implementation
    • Lead –with partners when needed- the design, planning, implementation and quality assurance of integrated WASH programmes across emergencies, early recovery and resilience contexts, ensuring alignment with Oxfam strategy, government policies, WASH Cluster guidance, SPHERE standards and Oxfam protocols.
    • Provide technical leadership and oversight for Public Health Engineering (PHE) infrastructure and Public Health Promotion (PHP) interventions, ensuring quality, timely delivery and community-centred programming.
    • Lead the implementation of the hub's community-engaged WASH strategy, ensuring community feedback and perception data inform programme design, adaptation and decision-making.
    • Manage WASH implementing partners, fostering strong partnerships, mutual accountability, locally led approaches and compliance with partnership agreements, safeguarding, donor and quality requirements.
    • Monitor partner performance against agreed plans, budgets, indicators and quality standards, conducting regular reviews and supporting corrective actions where required.
    • Ensure gender equality, inclusion, protection and accountability are systematically integrated across all WASH interventions.
    • Oversee WASH budgets, forecasts, procurement and contract management in collaboration with finance and logistics teams to ensure efficient and compliant programme delivery.
    • Develop and update hub-level WASH technical guidance, designs, BoQs, implementation tools and standard operating procedures to support quality implementation.
    • Coordinate closely with technical, programme, MEAL, protection, gender, logistics, finance and influencing teams to deliver integrated, evidence-based and accountable WASH programming.
    • Identify, elevate and mitigate programme, safeguarding, quality and operational risks to ensure effective and timely delivery of WASH interventions.
