Sandwell Council’s Place Division is seeking a proactive and organised Resilience Manager to join its Community Safety & Resilience team on a full time, permanent basis, to be based from its Oldbury office. The organisation works to a hybrid working model of 3 days in the office and 2 days from home.
We are seeking an experienced and strategic manager to lead Sandwell Council's emergency planning, business continuity and resilience arrangements. This is a critical leadership role, responsible for ensuring the Council fulfils its statutory duties under the Civil Contingencies Act 2004 and is well prepared to respond to emergencies, major incidents and emerging risks that could impact our communities and services.
Leading a dedicated resilience team, you will work closely with senior leaders, elected members, emergency services and regional partners to develop and deliver robust resilience strategies, emergency plans and response arrangements. You will play a key role in strengthening the Council's preparedness, leading responses to major incidents, promoting organisational resilience, and ensuring Sandwell remains equipped to protect residents, infrastructure and essential services.
Aboutthe Role
- Lead the Council's emergency planning, business continuity and resilience functions, ensuring compliance with the Civil Contingencies Act 2004.
- Act as the Council's principal advisor on civil contingencies, business continuity, Protect and Prepare work streams.
- Manage and develop the Resilience Team, fostering a high-performing and motivated workforce.
- Develop, implement and review emergency response, recovery and business continuity plans.
- Lead relationships with emergency services, health organisations, local authorities and the West Midlands Resilience Forum.
- Oversee borough-wide resilience strategies and plans, including flood response, major incidents and recovery arrangements.
- Deliver and oversee training, exercising and testing programmes to validate emergency preparedness arrangements.
- Lead and manage resilience-related projects and contribute to corporate and partnership programmes.
- Manage service budgets and identify external funding opportunities to support resilience initiatives.
- Respond to major incidents as part of the Council's emergency response arrangements, including participation in an out-of-hours standby rota.
- Ability to attend the Sandwell Council House based in Oldbury within an hour in the event of an emergency meeting.
- Degree-level qualification, management qualification, or equivalent relevant experience.
- Significant experience in emergency planning, business continuity and resilience, including the development and implementation of emergency and recovery plans.
- Experience of leading teams, managing budgets and delivering strategic programmes.
- Strong knowledge of the Civil Contingencies Act 2004, business continuity principles and resilience best practice.
- Experience of leading or coordinating responses to major incidents within multi-agency environments.
- Ability to build effective partnerships and influence senior stakeholders, elected members and partner organisations.
- Experience of developing and delivering training, exercises and resilience programmes.
- Excellent communication, leadership and decision-making skills, with the ability to perform effectively under pressure.
- Strong organisational, analytical and problem-solving abilities, with a focus on continuous improvement.
