Position Summary

Organizationally located in the Northeast Program Evaluation Center (NEPEC) at the VA Connecticut Health Care System in West Haven - CT. The primary purpose of this position is to evaluate VA specialized mental health systems.

Qualifications
  • Degree in mathematics, statistics, computer science, data science or a related field (baccalaureate level or higher).
  • Combination of education and experience: at least 30 semester hours of courses in a major field of study plus additional education or appropriate experience.
  • Basic education requirement met and specialized experience: one year of specialized experience equivalent to GS-12 or higher, including:
  • Writing SQL code; performing Corporate Data Warehouse (CDW) data extraction.
  • Using advanced data visualization software, particularly Power BI.
  • Conducting program evaluation projects involving large healthcare data sets and bridging multiple disciplines.
  • Performing complex data analysis using regression, statistical analysis, mathematical modeling, machine learning, natural language processing, spatial analysis, etc.
  • Developing ad-hoc analyses and business intelligence processes using data mining methods.
Additional qualifications
  • Selective Placement Factor: comprehensive computer programming knowledge, SQL, CDW data extraction, and Power BI.
  • Competencies:

    Analytical Thinking, Customer Service, Data Management, Data Systems, Database Administration, Database Management Systems, Research.
  • Full year of work is considered 35-40 hours/week; experience must include start/end dates; volunteer experience credited.
  • Physical requirements:

    sedentary work, occasional walking, standing, bending, driving; no special physical effort.
Responsibilities
  • Conceptualize and conduct program evaluation projects involving large healthcare data sets, applying multidisciplinary knowledge.
  • Identify methods, processes, algorithms, tools, and systems for extracting and interpreting findings from structured and unstructured data throughout the data science lifecycle.
  • Apply professional knowledge of computer science, mathematical, and statistical theories to gather, analyze, design, and construct new processes for modeling, interpreting, and reporting quantitative data.
  • Analyze trends, relationships, and correlations within and between data sets ensuring accurate and meaningful insights.
  • Utilize skills in Data Analytics, Modeling, Optimization, Governance, and Visualization to enhance analysis.
  • Apply statistical methods to improve and refine data analysis.
  • Use programming languages (SQL, Python/R/SAS, Power Shell/CMD/Bash) to process and manipulate data.
  • Conduct advanced analysis using regression, machine learning, and natural language processing to interpret complex data sets.
  • Work with large complex data sets applying Big Data principles for storage, processing, and analysis.
  • Write and optimize programs that utilize large relational datasets for complex measurement, analysis, and summarization.
  • Use multiple software packages and operating system environments suitable for manipulating and analyzing large datasets.
  • Actively participate in national initiatives involving data syndication and interoperability; collaborate with internal and external subject matter and data experts in data innovation and migration projects.
  • Perform other related duties as assigned.
  • Work schedule:

    Monday-Friday, 8 am to 4:30 pm.
