Quantity Surveyor, Regulatory Compliance Specialist, Procurement / Purchasing
We are looking for a passionate Senior Quantity Surveyor to join our growing Public sector team, working on a hybrid basis from either our London, West Malling or Brighton offices. We will support the delivery of a wide variety of projects across Higher Education, Government, Healthcare and Blue Light.
Role OverviewAs Senior Quantity Surveyor, you will take the commercial lead in project delivery, from inception to completion. You will work with the Project Team to ensure projects are delivered safely, on time and on budget while maintaining high client satisfaction and supporting the development of assistants and surveyors.
Responsibilities- Lead the production and management of cost plans, life cycle costing, cash flow forecasts and benchmarking using relevant data sources.
- Oversee procurement activities, including preparation of tender documentation, bills of quantities, pricing documents, procurement reports, and managing the full tender and evaluation process.
- Manage contract negotiations, prepare and collate contract documents, and act as a key client liaison throughout pre‑and post‑contract stages.
- Administer contracts as Contract Administrator or Employer's Agent, including issuing instructions, managing snagging, overseeing practical completion, and post‑contract duties.
- Manage post‑contract responsibilities such as interim valuations, cost reporting, change control, evaluation of variations, final accounts, and dispute resolution.
- Contribute to and oversee risk registers, value engineering and value management reporting.
- Support the Associate Director in fee bids, resource and fee management, reporting and maintaining client relationships.
- Supervise, mentor and develop Assistant and Quantity Surveyor staff.
- Ensure accurate and timely updates to internal systems and sign‑off of invoices.
- Maintain quality assurance standards and best‑practice procedures across all projects.
- Uphold health and safety standards and support environmental and social impact.
- Carry out additional duties as required.
- Ideally Chartered accreditation with previous experience in a similar discipline within the construction industry.
- Ability to deliver larger and more complex projects through the entire project lifecycle.
- Excellent experience‑based technical/project knowledge.
- Ability to mentor and develop junior team members.
- Ability to manage fees and assist with fee bids.
- Generate new work through client relationship management.
- Understanding of the account management process.
- Ability to analyse projects and report performance to line manager.
- Excellent knowledge of CDM and construction health & safety.
