This is an Environmental Manager- SES position with duties managing the stationary source compliance and enforcement program of the Air & Solid Waste Program. Duties involve a wide range of administrative and supervisory related to the stationary source compliance monitoring and enforcement program. Work is performed under the supervision of the Engineering Specialist Supervisor III – SES. This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions.

The incumbent spends the majority of the time engaged in supervisory responsibilities. This includes communicating, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

This position is responsible and accountable for the performance of the field staff under their supervision.

This position is designated as a sensitive position and is required to maintain confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security Policy, Protocols and Procedures. This position will review all inspection records and supporting documents generated by the staff under vision. Has access to Health Management System (HMS) for Daily Activity Report (DAR) entry and approval only.

This position may enter and update information in Environmental Health database including inspections, permits, customer and billing information. Utilizes graphical information system (GIS) in enhancing program operations and may view, update and release information as needed.

Manages the stationary source compliance and enforcement program of the air program. Directs and coordinates activities related to stationary source compliance monitoring, including inspections, emission monitoring audits and compliance tests. Implements and ensures completion of all relevant conditions and reporting requirements of the U.S. Environmental Protection Agency (EPA) 105 Grant work plan and the Specific Operating Agreement (SOA) and contracts with the Florida Dept.

of Environmental Protection. Reviews inspection and test reports to determine compliance with federal, state and county rules and the specific conditions of air permits. Ensures the Department of Environmental Protection (DEP) Database (ARMS) and program databases are maintained in accordance with applicable requirements. Oversees enforcement actions against violators of air pollution and solid waste rules. Coordinates enforcement cases with the Environmental Control Officer and DEP Office.

Negotiates settlements by establishing acceptable conditions for consent orders and recommends penalties consistent with EPA and DEP enforcement guidelines. Provides assistance in the enforcement of hazardous waste cases.

Manages and directs the programs for asbestos control enforcing National Emission Standards for Hazardous Air Pollutants (NESHAP), open burning, and the handling of air pollution complaints from the public. Manages the compliance monitoring covered under multi-media licenses for air pollution and hazardous waste. Serves as the data quality assurance manager for air and solid waste compliance & enforcement programs. Conducts audits of the staff inspection and prepares a report for Administrator.
