Overview
Performs responsible technical work to ensure compliance with the Town's Code of Ordinances and State standards. Conducts field inspections and investigates related complaints. Work is performed under the immediate supervisor's supervision and requires strong communication skills and the ability to exercise a considerable degree of independent judgment.
Key Duties- Daily inspections of properties to ensure conformance with the Town's Code of Ordinances.
- Investigates complaints regarding code issues that may include violations, determines their validity, and initiates notices of violations/citations for violations.
- Enforce applicable sections of the Land Development Regulations, Housing Codes, and Code of Ordinances through inspection and review activities.
- Interview property owners, tenants, and complainants while recommending measures to address code issues and correct violations.
- Present accurate and complete cases to the Special Magistrate or Code Enforcement Board.
- Testify at Code Enforcement Board Hearings and follow up on Code Enforcement Orders.
- Present reports and maintain records, written and computer-based.
- Attend and represent the Town at related board meetings and public hearings.
- Perform other related duties as assigned by the Building Official, Senior Building Inspector and/or Building Department Office Manager.
Knowledge of/Ability to:
- Knowledge of the Town's Code of Ordinances and the legal procedures for enforcement.
- Knowledge of municipal codes and inspection techniques.
- Knowledge of the International Property Maintenance Code (IPMC).
- Knowledge of investigative procedures and documentation.
- Knowledge of computers, office equipment, and practices.
- Ability to read and interpret building and site plans, plats, maps, and legal descriptions.
- Ability to interpret and apply applicable federal, state, and local policies, laws, and regulations.
- Ability to conduct inspections, effectively communicate orally and in writing, and follow professional protocols.
- Ability to interact with the public fairly and impartially, including but not limited to an adversarial environment.
- Communicate clearly and concisely, both orally and in writing, and make effective public presentations.
- Proficient use of Microsoft Office software applications:
Word, Excel, and Outlook. Ability to make accurate field measurements. - Ability to establish and maintain effective working relationships with other employees, departments, government officials, and the public.
- Ability to prepare reports and maintain records.
Education/
Experience:
- Bachelor’s degree in building sciences, construction management, public administration, business, or related field.
- Two (2) years progressively responsible field experience, preferably in municipal code enforcement, and certified Level I.
- Must possess a valid Florida Driver’s License with good driving records.
- Certification as a Property Maintenance & Housing Inspector through the International Code Council (ICC) is required before the 1st anniversary of employment.
