Position Overview And Responsibilities

This entry-level OPS position is responsible for performing assignments independently under general supervision pertaining to the Miami Dade Consent Decree. The work requires applying scientific understanding to analyze and track data of a specialized nature, particularly wastewater. The incumbent is expected to be aware of and abide by the Department’s Standards of Conduct, as well as any rules, directives, policies, procedures, and/or general orders applicable to performing the duties of these positions.

This means conducting compliance inspections in the Compliance Assurance Program (CAP) and cross‑training in multiple program areas (air, water, waste, etc.).

Work Product: Reviews documents, reports, etc., submitted to the district to ensure compliance with statutory and regulatory requirements. Analyzes and enters data into the appropriate database(s) and notifies Subject Matter Expert(s) of notable deviations. Assists CAP team members as needed. Maintains current information on division policies and programs. Performs statistical, reporting, and other major office functions as requested. Assists the main Miami‑Dade compliance inspector with duties as assigned by the program manager and/or Environmental Consultant.

The incumbent is responsible for ensuring that work products such as file reviews, inspections, site visits, field work, reports, and documents are accurate, completed timely, and entered into the designated database. Reports are processed in accordance with established program rules, requirements, and policies. The incumbent should demonstrate teamwork, customer service, outreach/efficiencies and cost savings, and training/safety.

Domestic Wastewater Activities

Duties relate to the administration of compliance and enforcement activities within the State’s Wastewater Program and the Miami‑Dade Consent Decree. Primary duties include providing compliance assistance, performing compliance evaluation inspections (including site investigations) and reviewing all pertinent data and information to determine compliance with 40 CFR 122, Chapter 403, Florida Statutes, and applicable sections of the Florida Administrative Code. The incumbent drafts compliance and enforcement documents, manages enforcement cases from discovery to resolution, and tracks deliverables, data, and document management.

Knowledge, Skills, And Abilities
  • Knowledge of terminology, principles and analytical techniques of physical or natural sciences.
  • Knowledge of state and federal regulations for Water (Domestic and Industrial Wastewater) program areas.
  • Skilled at performing field inspections.
  • Skilled in the use of personal computers, computer programs, spreadsheets, database applications and various electronic devices.
  • Ability to collect, evaluate, analyze and interpret scientific or technical data.
  • Ability to understand and apply applicable rules, regulations, policies and procedures for environmental programs.
  • Ability to communicate effectively in writing and verbally.
  • Ability to plan, organize and coordinate work assignments, adjusting to shifting priorities and deadlines.
  • Ability to work in a team or independently.
  • Ability to prepare technical and programmatic reports and documentation, including database and tracking entries.
  • Ability to understand and follow legislative policy direction as established in Florida Statutes.
  • Ability to deal with the public in a tactful and courteous manner.
