HEAD ADMINISTRATIVE CLERK - HEALTH AFSCME 35 GRADE 12 GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIESPerforms a variety of administrative and technical work requiring a high degree of decision making and complete knowledge of the operations within department policies and procedures, City regulations, and Massachusetts General Laws. Position is responsible for producing forms, correspondence, reports and organizing for the daily operation of the Health Department.
SUPERVISIONWorks under the general supervision of the Health Director. Most of the work is done independently with a high degree of decision making. The employee refers unusual situations to the supervisor for advice and further instructions.
ESSENTIAL DUTIES AND RESPONSIBILITIESThe essential functions or duties listed below are intended only as illustrations of the various type of work that may be performed. - Serves as first point of contact for department; provides extensive, high level customer service to the public, various organizations and professionals, and other City departments.
- Serves as administrative support to supervisor and department.
- Assists residents with complaints and answering inquiries via correspondences, telephone and in-person.
- Assists supervisor to produce and/or maintain spreadsheets of departmental revenue/expenses, reporting, and record keeping.
- Prepares forms, correspondence and other departmental documents including, but not limited to, health department licenses and permits.
- Shall be familiar with all rules, regulations, and laws concerning the public and environmental health within Westfield and Commonwealth of Massachusetts.
- Orders supplies, prepares department purchase orders, processes department invoices, performs accounts payable and receivable duties and deposits of payments with the appropriate department(s).
- Processes payroll on a bi-weekly basis, entering data from time sheets and reports; tracking employee time and attendance including paid time off.
- Attend necessary meetings/hearings at the request of the Director.
- Assists in the management and distribution of Health Department licenses and permits.
- Knowledge of Munis modules including Permit and Code.
- Such other duties as required.
High school diploma or GED, Associates degree preferred, and 2 years related work experience or any equivalent combination of education and experience which provides requisite knowledge, skills and abilities to perform the essential functions of the job.
SKILLS AND QUALIFICATIONS- Experience in Microsoft software products, MUNIS and internet use.
- Experience in all aspects of purchasing, accounts receivable and accounts payable through general ledger.
Work is largely sedentary in nature, with occasional lifting of up to 25 pounds with some pulling and pushing or reaching above, generally of desk and file drawers. Requires the frequent use of hands to operate keyboards, telephones and other office equipment.
Motor SkillsThe work requires motor skills for activities such as keyboarding, filing, moving objects and using a variety of office equipment.
Visual SkillsVisual demands require routinely reading documents for general understanding and analytical purposes.
