Engineering and Construction Project Manager
Join the Engineering and Construction Project Manager role at Tri-State Generation and Transmission Association, Inc.
Pay Range: $86,000.00/yr – $/yr
This role focuses on the strategic leadership and project management of transmission and generation capital projects, including transmission lines, substations, new generation facilities, and joint participation projects. The position will be filled at one of four job grade levels based on qualifications and experience.

8), II (grade
9), III (grade 10), or Senior Engineering and Construction Project Manager (grade 11).
- Provide strategic leadership and direction on assigned projects, identifying risk components and recommending mitigation strategies.
- Develop, maintain, and implement project management processes, procedures, and documentation for budget and execution of transmission and generation capital projects.
- Assemble and lead project resource teams, representing Engineering and Construction at project meetings.
- Provide documented scope, schedule, deliverables, resource needs, and budget estimates for each project.
- Support the development of project contracts or agreements and ensure compliance with terms and conditions during construction and capitalization.
- Provide periodic progress reports to management, including project metrics, milestones, scope changes, budget analysis, and schedule updates.
- Analyze project performance using metrics and team input to support successful completion.
- Coordinate and track the submittal of required Sarbanes-Oxley, National Environmental Policy Act (NEPA) documentation and approvals.
- Initiate and monitor cost accounting, invoicing, cash flow forecasting, and close‑out of capital projects.
- Communicate with all project stakeholders, providing timely responses to information and documentation needs.
- Provide project management data to the capital cost database for use in preparing detailed estimates, variance reporting, and budgets.
- Maintain compliance with all company policies, regulations, laws, standards, and best practices applicable to this functional area.
- Ability to work overtime as needed; essential function of the job.
- Bachelor’s degree in Engineering, Project Management, or related discipline preferred, or equivalent combination of experience and education.
- Knowledge of transmission and generation facilities, functions, and typical applications.
- Knowledge of MS Project, Primavera, Unifier, or other project management software.
- General knowledge of transmission system planning, environmental compliance, permitting, engineering, operations, contracting, and construction disciplines as they apply to power transmission and generation projects.
- Ability to establish and maintain effective working relationships internally and externally.
- Effective verbal and written communication skills.
- Proficiency with the Microsoft Office suite; advanced proficiency in MS Excel preferred.
- Eight (8) or more years as a project engineer or project manager on increasingly complex projects, preferably for electric transmission or generation capital projects.
- Experience and knowledge of project management techniques as applied to electric transmission and generation projects.
- Willingness to travel as required; must possess a valid driver’s license.
- Working knowledge of interconnected power transmission systems and electric utility industry standards, practices, and regulations.
- Knowledge of general requirements for funding of power transmission and generation capital additions and improvements.
- Emphasis given to candidates with a background in electric transmission and generation capital projects.
