Job Description

Essential Duties and Responsibilities
  • Work with the Director and Deputy Director of Operations to develop long‑range capital and maintenance plans, establishing priorities for facilities maintenance, repairs and improvements.
  • Develop and maintain comprehensive five‑year long‑term capital improvement plans for municipal and school buildings.
  • Oversee major construction and renovation projects for municipal and school buildings; assist in selecting construction contractors and architects; monitor progress for adherence to project timelines and budgets.
  • Manage all aspects of project management from feasibility study through design and construction, ensuring highest quality construction at competitive prices while considering life‑cycle costs and sustainability.
  • Coordinate with various town departments, standing and ad hoc committees in planning special town projects, ensuring all stakeholders are informed and interests considered.
  • Oversee repair, maintenance, renovation and replacement of buildings, grounds and equipment; manage the work request and work order system; prepare specifications; inspect construction; develop preventative maintenance program.
  • Assist Deputy Director of Operations in planning, organizing, directing staff, and coordinating the School Buildings and Grounds Department and Municipal Facilities Department.
  • Develop and implement a computer tracking system to prioritize maintenance projects; monitor progress; perform cost accounting and generate detailed written reports.
  • Oversee the town’s Green Communities status, including writing and managing grants and ensuring compliance with Green Communities and/or LEED standards when appropriate.
  • Prepare specifications for various maintenance functions; coordinate activities of private contractors; establish town‑wide contracts for maintenance services and functions for cost savings.
  • Meet with department managers, provide input for town‑wide plans and programs, and serve as an information resource for facility upgrades.
  • Perform other related duties as required.
  • Assist in supervising 21‑50 employees in maintenance and new capital projects; oversee work of contractors on construction and facilities projects.

Minimum Qualifications
  • Bachelor’s degree in Architectural/Engineering or Facilities Management; 7‑10 years of progressively responsible experience; or equivalent education and experience.
  • Construction supervisor’s license.
  • Must have Massachusetts Certified Public Purchasing Official (MCPPO) certificate, obtained within 6 months of hire.
  • Valid Massachusetts motor vehicle operator’s license and insured personal vehicle.
  • Must be CORI certified/fingerprint requirement.
  • LEED and/or Certified Energy Manager (CEM) credentials preferred.
Knowledge,

Skills and Abilities
  • Extensive knowledge of building construction, architecture, engineering and business/public administration.
  • Ability to write and read construction documents including plans, specifications, submittals and contracts.
  • Thorough knowledge of methods, materials, scheduling and tools/equipment used in care and maintenance of buildings, grounds, motorized equipment and vehicles.
  • Knowledge of price trends and grading of materials and equipment; safety precautions for facility maintenance.
  • Expertise in public bid process and project management in the public sector.
