Data Analyst, Data Scientist
Position
Research Analyst – Performance & Accountability Unit, Connecticut Department of Labor.
Location:
Wethersfield, CT. Full‑time, 40 hours per week, Monday–Friday 8:00 a.m.–4:30 p.m.
Responsible for managing state workforce data systems, providing technical assistance, developing reports, analyzing data, and collaborating with programs such as WIOA, WP, JVSG, TAA, and Apprenticeships.
Key Responsibilities- Train system users and provide technical assistance for CThires, the state workforce case management system.
- Provide basic database support and troubleshoot system issues.
- Develop and implement data acquisition, archival recovery, and security strategies.
- Collect, analyze, and evaluate program data to assess effectiveness and recommend policy changes.
- Retrieve data and generate reports using SQL, R, Stata, Power BI, Excel, and Access.
- Deposit data into databases (Access, Excel, etc.), develop reports, and perform statistical analysis to produce predictions.
- Coordinate annual and quarterly reports for WIOA, WP, JVSG, TAA, Community Project Grants, and Apprenticeships.
- Maintain system administration, user access, privilege groups, and related procedures.
Develop formal research projects, prepare narrative and statistical reports, create computerized databases, and perform related tasks as required.
Knowledge, Skills & Abilities- Expertise in research methods, statistics, and data analysis.
- Strong interpersonal, oral, and written communication skills.
- Capacity to analyze data, develop programs, and use prepackaged software for data analysis.
- Understanding of agency policies and federal reporting requirements.
Six (6) years of professional experience in research, data analysis, or economics.
Substitutions Allowed- College training may substitute for general experience on the basis of 15 semester hours = ½ year of experience, up to a maximum of 4 years for a bachelor's degree.
- A master’s degree in economics, statistics, or a closely related field may substitute for an additional year of experience.
- Completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may substitute for general experience.
- Experience with statistical analysis tools Stata and R.
- Experience retrieving data using SQL.
- Experience using Power BI to create data visualizations.
- Experience training WIOA partners in data entry requirements.
- Experience interpreting federal guidance and applying it to data entry requirements.
- Experience interpreting and explaining WIOA performance measures.
