Position: Senior Construction Representative (14911, Grade 22)

Construction Inspector – Park Development Division

The Maryland‑National Capital Park and Planning Commission (M‑NCPPC), a six‑time National Recreation and Parks Association Gold Medal Award Winner, is seeking an experienced Construction Inspector to support its Park Development Division. The role involves working closely with construction managers and project managers to inspect Capital Improvements Program (CIP) projects, including ball fields, playgrounds, parking, bridges, trails, stormwater management facilities, utilities, pervious pavements, stream restorations, and structures on park properties.

Responsibilities
  • Conduct daily inspections on CIP and park permit construction projects to ensure compliance with construction documents, permits, and contract requirements.
  • Prepare daily inspection reports with photo logs, NPDES reporting, and monitor contractor schedule compliance.
  • Coordinate with in‑house design staff to understand design intent and ensure achievement throughout construction.
  • Review contractors’ payment requests to verify progress and completed quantities.
  • Inspect and assess existing park infrastructure (e.g., pedestrian bridges, courts, bleachers, retaining walls, pavements) and provide electronic inspection records for maintenance programs.
  • Coordinate field adjustments to minimize impacts to natural resources.
  • Review project drawings, details, and specifications for constructability and identify issues before bid advertisement.
  • Comment on design plans for park properties by outside entities and recommend permit conditions.
  • Review submittals, RFIs, samples, and as‑built drawings and work with other inspectors to meet permit requirements.
  • Work with Park Police to investigate encroachments and inspect corrective results.
  • Co‑ordinate closing facilities for construction and timely reopening for public use.
Preferred Qualifications
  • Knowledge of construction planning, monitoring, and inspection practices and materials, including codes, stormwater management, soil erosion, and safety guidelines at federal, state, and county levels.
  • Numerical comprehension and computation sufficient for elevations, quantities, and costs.
  • Field safety procedures and knowledge of Commission policies and procedures.
Minimum Qualifications
  • Associate’s degree in Construction Management, Engineering, Surveying, or related field.
  • Four years of progressively responsible construction permitting, inspection, and management experience.
  • Equivalent combination of education and experience totaling six years.
  • Commission medical examination and valid driver’s license.
  • Maryland Responsible Person Certificate for soil erosion and sediment control within six months of appointment.
