WPCD SUPERINTENDENT

Definition:
Under general direction of the Public Works Director, plans and directs policies and practices for all five (5) divisions in the WPCD according to federal, state and local regulations to ensure safe and efficient operation of the City's wastewater system.

Essential Functions (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics. Tasks:

Plans, directs, coordinates, and controls the activities of the WPCD staff including payroll, recommendations for hiring, assigning and reviewing work, performance evaluation, scheduling leave, and providing daily work instruction. Assists in the preparation of and monitors the Division budget. Oversees purchasing of equipment and supplies, inventory control, and accounting procedures. Assures that services delivered by staff meet quality and timeliness standards.

Plans for the addition of new services and/or the expansion of unit functions. Attends staff and other meetings as required.

Plans, develops, and implements programs and policies to effectively manage the sewer authority to ensure compliance with regulatory agencies. Develops emergency plans. Establishes preventative maintenance goals. Reviews and maintains the facilities operational, maintenance, and administrative records and maps for internal and reporting purposes.

Directs general building maintenance and repair work necessary for efficient effective treatment plant operation. Plans and reviews specifications for all new construction projects, plant equipment, vehicles, instrumentation, and general materials and supplies within WPCD. Performs other duties as assigned.

  • Knowledge of federal and state requirements and standards applicable for wastewater quality and treatment.
  • Knowledge of methods and techniques of effective supervision and management.
  • Skill in the application of communication and interpersonal skills as applied to interaction with co-workers, subordinates, supervisor, and the general public, sufficient to exchange or convey information and to receive work direction.
  • Skill in setting priorities to meet established as well as changing deadlines.

  • Skill in promoting and enforcing safe work practices.

Mental and Physical Abilities: Mental work effort involve considerable interpretation and application of legal and quasi-legal statutes, ordinances, rules, regulations, policies and procedures requiring independent decisions and assuming managerial responsibility which could have extensive impact on the City's legal and financial status. Physical requirements include the ability to sit for extended periods of time while performing administrative work, ability to climb stairs and ladders, ability to work in confined spaces, ability to stand, and the ability to walk on uneven surfaces.

Working Conditions: Work involves a normal office environment with periodic exposure to electricity, hazardous materials, loud noise levels, moving equipment and field inspections in and around construction sites. May be required to carry a beeper and be on (24) hour call.

Qualifications

Qualifications: Bachelor’s degree in chemistry, biology or related field and seven (7) years of progressively responsible work in wastewater treatment and collection, including three (3) years supervisory experience. Must possess a driver's license, commercial driver's license (CDL) preferred. Must possess certification as a Class IV operator. Other certifications as determined by federal, state and division regulations may be required.
